UN Women and the Government of Canada have launched an online platform designed to advance women’s economic empowerment. This innovative platform will connect partners from the private sector, civil society, governments and international organizations with women and girls everywhere. It will provide women and girls with an opportunity to learn new skills, share their knowledge and voice their opinions so that they can take charge of their own economic future.

The UN Development Programme (UNDP) has released a Strategy Paper outlining potential activities and points of entry for UNDP to support governments and local communities in achieving inclusive, resilient and sustainable cities. The strategy paper notes that the scale and pace of urbanization in the region has caught many governments and communities unprepared, as demand for land, shelter, energy supplies and social and environmental services has outstripped supply. It recommends that UNDP encourage cross-sectoral implementation through focusing on: urban governance and empowerment, especially in secondary cities and peri-urban areas; poverty and vulnerability; environmental sustainability, energy efficiency and climate resilience; and disaster risk reduction.

This working paper looks at the pivotal involvement of local governments in implementing and ‘localising’ the Millennium Development Goals (MDGs). It argues that the importance of these local governments must be recognised in discussions on the post-2015 sustainable development goals.
Land grabbing: is conservation part of the problem or the solution?

Large-scale land acquisitions are increasing in pace and scale, in particular across parts of Africa, Asia and Latin America. Weak governance and poor land use planning mean that commercial ‘land grabs’ often damage biodiversity as well as dispossessing people from customary rights and livelihoods. Land can also be ‘grabbed’ for ‘green’ purposes, triggering conflicts that undermine potential synergies. Expanded state protected areas, land for carbon offset markets and REDD (Reducing Emissions from Deforestation and Forest Degradation), and for private conservation projects all potentially conflict with community rights. Such conflict is counter productive because secure customary and communal land tenure helps enable sustainable natural resource management by local communities. This briefing presents the experience of international development, wildlife and human rights practitioners, shared at a symposium on land grabbing and conservation in March 2013.
Promoting low carbon transport in India

Three reports released by the UN Environment Programme (UNEP) evaluate and summarise options for low carbon city planning, non-motorised transport (NMT) and infrastructure risks due to climate variability in India. The reports were published as part of the project on ‘Promoting Low Carbon Transport in India.’ The first report, Low carbon city: A guidebook for city planners and practitioners, provides basic guidance to city level policy makers, urban planners, transport planners and consultants. The guidebook focuses on: the meaning of “low carbon” in the context of long-term global climate stabilization target; low carbon scenarios and alternate development pathways to achieve these scenarios; and the role of low carbon development in India. The second report, NMT infrastructure in India: Investment, policy and design, identifies gaps in the implementation of policy for NMT-use in Indian cities. The third report, Framework for infrastructure assets: A case study of Konkan Railways, summarises the uncertainties and risks that infrastructure assets face due to climate variability and suggests possible adaptation strategies.
Mainstreaming climate change resilience into development planning in Kenya

Between November 2011 and October 2012, government staff from diverse backgrounds came together at a course facilitated by the International Institute for Environment and Development (IIED) at the International Centre for Climate Change and Development (ICCCAD) with support from CDKN to share and reflect on their countries’ experience and needs around integrating climate change into development planning. Based on these discussions, they identified three building blocks for successful mainstreaming: an enabling environment, policies and planning, and projects and programmes. This paper, authored by Vincent Mutie Nzau, reflects Kenya’s experience against this building blocks framework.

The Conference is organised within the framework of the global ICPD beyond 2014 review on implementation of the Programme of Action agreed upon at the International Conference on Population and Development in Cairo in 1994 (ICPD PoA). The Conference brought together 200-250 representatives of governmental authorities, including high-level officials, academia and civil society organizations, as well as members of national parliaments and other national and international stakeholders to review the progress that has been made towards achieving the goals and objectives of the ICPD PoA in the UNECE region, identify neglected areas, and pinpoint what needs to be done to accelerate the implementation of the PoA and address the emerging issues. The Conference was expected to make recommendations on future policy actions, synergies with the post-2015 UN Development agenda and on how to effectively place the rights, gender equality and empowerment of women, as well as of adolescents and youth, at the core of sustainable development. Sustainable Tourism for Development: Enhancing capacities for sustainable tourism for development in developing countries

This Guidebook has been launched by the UNWTO with the financing of the European Commission Directorate-General Development and Cooperation, as a part of the project “Enhancing capacities for Sustainable Tourism for Development in Developing Countries”. The Guidebook seeks to enhance the understanding of tourism in all its dimensions and describe how the sector relates to the EU Agenda for Change. It should enable EU services in Brussels and the EU Delegations in 180 countries, as well as other development institutions, to include sustainable tourism development in their programme cycles. The guidebook will be tested in six developing countries (Botswana, India, Kenya, Vietnam, Senegal and Timor-Leste. The Guidebook takes a comprehensive approach to tourism, covering a wide range of topics relating to its planning, development, management and impact. By working through the whole document, users will be able to identify priorities for intervention across a spectrum of issues.

Covering 74 policies and measures from 37 countries and 5 regional initiatives, this publication outlines an action-oriented twin-track agenda to guide national and international policies and practices to successfully tackle green growth.
