The UN Framework Convention on Climate Change Secretariat has released a report to support the Subsidiary Body for Implementation’s (SBI) annual monitoring and evaluation of the implementation of the framework for capacity-building in developing countries. The report features sections on the overview of information reported by parties; capacity building activities under the Kyoto Protocol; and capacity building activities undertaken by UN organizations and other institutions. It contains information identified taking into account developing countries’ needs and priorities for capacity building, as well as examples of good practices collected from national communications.

Community Programme for Neighbourhood Improvement in Mexico City

In 2007, the Government of Mexico City put in motion the Community Programme for Neighbourhood Improvement (PCMB), the purpose of which was to carry out small-scale urban interventions throughout the city, through a highly participatory process that could reverse the process of deterioration of the urban infrastructure in many colonias, communities and neighbourhoods, and which could help to counteract processes of socio-spatial segregation. The 2012 International Study Visit organised in Mexico by the Building and Social Housing Foundation (BSHF), represented an opportunity for the PCMB to examine its design, implementation and its results, with a view to enriching its operations with inputs from experts from academia, government and international civil society. Based on the international experiences presented, efforts were made to establish the necessary areas of work to convert the PCMB into public policy for Mexico City, whilst identifying its strengths, weaknesses and challenges ahead. The international study visit also sought to explore the possibility of sharing and transferring the PCMB experience to other countries, where through a constant flow of information, along with in-person and virtual meetings, we will be able to develop and take forward this difficult task of improving our surroundings together with the people. A report presenting the outcomes of this study visit, the key features of the project and highlighting key learning points and reflections is available online along with additional relevant resources.

The 2013 Human Development Report is the latest in the series of global Human Development Reports published by the UN Development Programme since 1990 as independent, empirically grounded analyses of major development issues. The report examines the long-term human development implications of the rise of new powers in the developing world and highlights Algeria, Brazil and Mexico as among the top 15 countries in reducing Human Development Index (HDI) shortfalls., trends and policies.

Sanctuary in the city? Urban displacement and vulnerability in the Gaza Strip

Since 2010 the Humanitarian Policy Group (HPG) at the Overseas Development Institute (ODI) has been carrying out a series of studies on urban displacement. This multi-year research project, supported by the Ministry of Foreign Affairs of Denmark, explores the phenomenon of displacement in the urban environment and the implications and challenges it poses for humanitarian action. Through field research in eight urban centres in Africa, the Middle East and Asia, the study aims to consider the reality of life for displaced populations in urban areas, investigate the policy and operational challenges that confront national and international stakeholders when responding to the needs of urban internally displaced people and refugees, and offer recommendations for strengthening support to these populations. The latest report looks at internal displacement over the past ten years in Gaza.

Humanitarian actors have long been concerned to ensure that the voices of affected populations are heard, and there has been a recent increase in initiatives designed to increase communication with, and accountability to, the recipients of international humanitarian assistance. Perhaps the most comprehensive attempt to date to understand the opinions and perspectives of disaster-affected populations has been undertaken by ALNAP Member CDA Collaborative Learning Projects.  Between 2005 and 2009, CDA’s Listening Project held thousands of conversations with aid recipients, government and civil society representatives and aid workers in 20 aid receiving countries. The core themes that emerged from these conversations have now been collected in CDA’s new book Time to Listen: Hearing People on the Receiving End of International Aid. The ODI organised an event where the authors of the book outlined the main issues identified by the 6,000 people with whom they spoke: what works in humanitarian assistance, and what needs to change. The presentation was followed by an open discussion. Videos of the event are available online.

Building resilience for adaptation to climate change in the agriculture sector. Rome, 23-24 April 2012

This workshop considered the various types of risks to which agriculture is prone, considered the impact that climate change is expected to have on them, and discussed various risk management strategies, depending on types of risks, and the country and region in question. This two-day workshop consisted of four sessions including setting the scene, types of risks and risk management, case studies and, finally, tools, policies and institutions. A report of proceedings and presentations are available online.
