Adapting to climate change: assessing the World Bank Group Experience –Phase III

Commissioned with the task of evaluating the activities of the World Bank Group, the Independent Evaluation Group (IEG) has recently published their latest report. This evaluation draws lessons from World Bank Group experience with adaptation to both current levels of climate variability and ongoing climate change. It reviews the impact of longer-standing efforts to deal with climate variability, for instance via drought relief, sustainable land management, and flood control. The evaluation also looks at how, and how well, the World Bank Group has incorporated climate change risks into the design and appraisal of long-lived infrastructure. It assesses early lessons from a new crop of activities that explicitly grapple with climate adaptation at the national level.

This report illuminates the consequences of upheaval generated by the Israeli-Palestinian conflict for the citizens of Gaza. Based on hundreds of interviews with the enclave’s residents, and those tasked with assisting them, the research demonstrates that the military tactics deployed in ‘Operation Pillar of Defence’ are just one of many factors that generate the displacement, loss of shelter, livelihoods and life that are all too frequently the price paid by civilians caught up in conflict. The authors offer a series of recommendations to national entities; international governments and donors; international humanitarian and development organisations.
Climate mitigation and adaptation in Africa: Evidence from patent data

This paper presents comparative data on innovation in selected climate change mitigation and adaptation technologies in the context of Africa. Such analysis informs policy aimed at encouraging international technology transfer and development of domestic innovation capacities. The report presents detailed analysis of the role of Africa in development of these technologies (invention), and then moves on to examine Africa as a technology market (as reflected in patenting). In addition, the authors briefly touch upon the question of cross-border technology development (co-invention) in Africa.

Lacking both early-warning systems and risk-reduction budgets, medium-sized towns in Africa are poorly equipped to respond to emergencies provoked by natural disasters, rural-urban migration and ecosystem destruction, according to a new United Nations report.

This report, published by Atkins in unique partnership with the Department for International Development (DFID) and University College London (UCL), assesses the risks to cities from climate hazards, resource scarcities, and damage to ecosystems and how they can act now to future proof themselves. Covering 129 cities, totalling 350 million people in 20 countries, this report identifies practical measures that cities can take to now manage these future risks.

Given the previous neglect of the importance of infrastructure for economic growth and human development, it will be important to consider whether and how infrastructure should be incorporated into the post-2015 goal framework. This paper reviews progress towards infrastructure targets under the Millenium Development Goals, trends in access to infrastructure services and key issues for infrastructure in achieving the post-2015 goals.

This paper, published by the Overseas Development Institute, looks first at progress on the current Millennium Development Goals (MDGs) to draw some lessons on how a new agreement should aim to finish the job started in 2000. Expanding the poverty agenda beyond the current MDGs, to include new areas of equal concern to poor people is a second option discussed, followed by the implications of expanding the agenda beyond extreme poverty to include some new global objectives such as environmental sustainability.

The report looks at how to enhance the effectiveness of the existing infant mortgage finance sector and to expand the national mortgage loan base as a means of bridging the 3 million unit housing gap in Egypt. It is hoped that the policy recommendations provided in the report will prove useful to policy makers in Egypt and other developing and emerging economies that encounter similar socio-economic conditions and housing shortages.
