The Climate & Development Knowledge Network regularly produces “Inside Stories on Climate Compatible Development” that explore the lessons learned from a range of city and subnational initiatives. The latest in the series, published in May 2014, include: Catalysing sustainable tourism: The case of Chiang Mai, Thailand; Integrating climate change concerns into disaster management planning: the case of Gorakhpur, India; Addressing heat-related health risks in urban India: Ahmedabad’s Heat Action Plan; A local vision of climate adaptation: Participatory urban planning in Mozambique; and Pioneering renewable energy options: Thailand takes up the challenge.
How cities in developing countries are becoming more resilient

This blog argues that good development provides the basis for climate change adaptation both in the sense of resilient infrastructure (piped water, drains, all-weather roads) and better quality houses. It adds that providing these, also develops the institutional and financial base for climate change adaptation. A link is also provided to the urban chapter in the new Intergovernmental Panel on Climate Change (IPCC) report.

This paper explores how the Zimbabwe Homeless People’s Federation has built a working partnership with the City of Harare that has led to more inclusive, pro-poor, urban development. It considers how precedent-setting initiatives around community-led settlement upgrading and innovative funding mechanisms for upgrading have not only leveraged practical gains, in the form of improved housing and basic service provision, but have also been instrumental in the strengthening of this collaborative partnership. ZHPF have also pursued city-wide profiling and an alternative incremental approach to development in order to achieve strategic gains such as pro-poor policy and legal reforms.
Getting real about politics: from thinking politically to working differently

One of the most important lessons to emerge in international development thinking and practice over the past two decades is that institutions matter for development, and that behind institutions lie politics. Despite vast amounts of support from the international assistance community, increased resourcing and improved policies and/or formal systems, many states and governments across the developing world have remained unable to provide adequately for the well-being of their populations at large. This has helped crystallise the fact that the challenge of development lies not so much in what needs to be done (be this building schools or providing vaccinations) and identifying the right ‘technical fix’, but rather, more fundamentally, in how it is done (processes that facilitate or obstruct change). Getting to the ‘how’ requires a solid understanding of the institutional dynamics at work, both formal and informal, and the kinds of incentives they generate.
Future proofing cities

Atkins’ report Future Proofing Cities was produced in partnership with the UK Department for International Development and University College London in 2012. The report assessed 129 major cities across Africa and Asia and was developed to help tackle risks to long term prosperity and growth. Atkins has updated the Future Proofing Cities webpage where you can find our current projects in India, Colombia, China, Nigeria and the United Kingdom. North America and Middle East content will be coming soon and more from South East Asia.
Contested urbanism in Dharavi: Writings and projects for the resilient city

The book highlights field research and studio-based projects on Dharavi, Mumbai conducted with the Bartlett Development Planning Unit students from 2009 to 2012. The collection of essays, photography, and student work illustrates both the theoretical underpinnings and pedagogical ethos of the MSc Building and Urban Design in Development. This publication draws from first-hand experience, research, and critical practices that have sought to investigate a 175 hectares swatch of land in the middle of Mumbai that is home to over 1 million inhabitants. It is a collection of short and long essays, drawings and diagrams, photography, and visualisations on what is known as Dharavi.
Tracking Adaptation and Measuring Development

Policymakers and practitioners need to better understand the relationships between climate adaptation and development. The International Institute for Environment and Development (IIED) and partners have developed a framework called Tracking Adaptation and Measuring Development (TAMD) to do just this. The TAMD initiative is taking varied approaches in Ethiopia, Kenya, Mozambique, Nepal, Cambodia and Pakistan to evaluate this relationship at local to national levels. In both Pakistan and Ethiopia, assessments are being made of how well development interventions enable people in remote areas to adapt to a more variable climate.
