Efficient Energy for EU Cultural Heritage (3ENCULT)

The refurbishment of existing buildings to very low energy demand is increasingly economically feasible. However, the main issue for historic buildings is how to balance building protection requirements with optimised energy efficiency. The 3ENCULT project has been researching and developing solutions for this, and has recently developed a series of guidelines for use by local authorities. The guidelines support local leaders who need to make informed decisions regarding what is possible in the planning phase and in choosing suitable technologies.

This report presents a snapshot of the global renewable energy industry and investigates what this global industry can mean for local development. This industry is rapidly growing in response to countries’ activities to reduce their carbon emissions. The deployment of renewable energy is seen as a key development opportunity for rural regions and a way for governments to give substance to “green growth” claims. The paper suggests that local governments and other institutions will be central agents in the success of the transition of regional areas to low-carbon economies.

The objective of this publication is to provide an overview of the most relevant indicators on energy, transport and environment, with particular focus on sustainable development. In a report published by the Environmental Audit Committee, the Government has been warned not to weaken its commitment to ‘eliminate’ fuel poverty, as it prepares to make changes to ‘green levies’ that fund energy efficiency improvements for the poorest bill payers and redefines the amount of people who can be counted as ‘fuel-poor’ – reducing the number of households from 3.2 million to 2.4 million overnight.

This report sets out a comprehensive and cost-neutral policy framework to improve the energy efficiency of the UK’s housing stock. It argues that this would provide an immediate and long-lasting solution to energy affordability, boost GDP through job-creation, and reduce both carbon emissions and the UK’s reliance on gas imports. This report sets out the reasons why current policy, such as the Green Deal and the Energy Company Obligation, is failing, and proposes a new integrated energy efficiency and fuel poverty framework called ‘Help to Heat’. The policies included in this framework would make improved efficiency and substantial bill reductions available to thousands more households through free energy efficiency assessments, low-cost financing options, local economies of scale and improved supply chains, greater competition and effective targeting of fuel poverty need.

The government must act urgently to help UK businesses improve the energy efficiency of their buildings if huge economic and environmental opportunities are not to be missed, according to a report, published jointly by the Westminster Sustainable Business Forum and Carbon Connect. It argues that significant benefits, including reduced energy bills, increased competitiveness and improved worker productivity, are being missed by UK companies unable to undertake efficiency improvements. It identifies significant barriers to take up and uncovers a lack of awareness amongst businesses of existing support mechanisms designed to help companies make efficiency upgrades.
