CASCADE: Cities exchanging on local energy leadership

The CASCADE project on local energy leadership has published its peer-to-peer toolkit on local energy leadership. The toolkit offers guidance and support on how to use the four CASCADE peer-to-peer learning and networking methods (peer review, mentoring, work shadowing and study visits) as a tool for improving the implementation of climate and energy policies in cities. It explains what peer-to–peer learning is, what the benefits are of using each of the four CASCADE learning methods, and how to organise successful peer-to-peer learning visits.

This is one of seven ‘Catapults’ launched by the UK’s Technology Strategy Board. The aim for each of them is to become a world-leading innovation centre in its own specialist area. These include transport and offshore renewable energy.

The Department for Communities and Local Government has published new 2013 versions of ADL1A, ADL2A, and Domestic and Non Domestic Compliance Guides. It has also published a circular which sets out and explains the approval and publication of the: new 2013 Approved Documents L1A and L2A; amendments to the 2010 Approved Documents L1B and L2B; new domestic building services compliance guide; and new non-domestic building services compliance guide. The changes in the approved documents and compliance guides comes into effect as of 6 April 2014.
Technology Roadmap: Wind energy

The wind roadmap was one of the initial roadmaps developed by the International Energy Agency in 2008/09. This document is an update of that earlier document, outlining progress made in the last four years, as well as presenting updated goals and actions. This updated roadmap presents a new vision that takes into account this progress of wind technologies as well changing trends in the overall energy mix. It presents a detailed assessment of the technology milestones that wind energy will need to reach the ambitious targets presented in the vision. The key objective is to seek measures to improve wind technology performance and reduce its costs in order to achieve the competitiveness needed for the large investments foreseen. The roadmap also provides an extensive list of non-economic barriers that hamper deployment and identifies policy actions to overcome them. For instance, addressing issues such as permitting processes and public acceptance, transmission and system integration is critically important.

To inspire and support cities in Europe on their journey towards energy efficiency, the European Urban Knowledge Network’s Annual Publication this year focuses on energy efficiency in the built environment. The publication provides a complete overview of what is happening on all levels affecting local government. The creation of energy efficient cities requires a cross-sectoral approach, as well as innovative forms of governance and financing models. That is why this publication not only focuses on cities, but also provides in-depth analyses of activities at the European and national levels. Thereby, it delves into specific areas of interest, such as Energy Service Companies (ESCOs), social housing, cultural heritage and behaviour change. The publication contains analyses written by European experts and interviews with key stakeholders from both the public and the private sector who are eager to share their knowledge and experiences with other professionals in the field. At the same time, this booklet highlights several case studies which EUKN feels are of particular relevance to local government in Europe.
