Financing for energy efficiency in buildings in China and Germany: a scoping study

This paper describes policies for financing energy efficiency in buildings in China and Germany. In both countries energy consumption of the building sector constitutes a large share of the overall energy consumption. While the situation in regard to the size and age of the existing building stock and the construction rate of new buildings differs in China and Germany, there are nevertheless some similar challenges where sharing of experiences could be helpful.

This page provides links to Home Energy Conservation Act 1995 (HECA) reports from 296 English local authorities (where links have been provided) setting out the energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area. An independent analysis of all the reports received up to 9 July 2013 was carried out by consultants on behalf of DECC. Details of these reports are captured in the attached database. The database can be used, for example, to see an outline of local authorities’s plans for Green Deal, ECO and fuel poverty activity, local targets such as CO2 reduction, information on housing stock data, activity planned on FITs/RHI, details on planned area-based approaches, an outline of partners and details of co-funding where appropriate. The database may therefore be particularly useful for prospective partners to identify any opportunities to work with particular local authorities.

The Environmental Sustainability Knowledge Transfer Network exists to accelerate the UK’s transition to a low carbon, resource and energy efficient economy by connecting businesses, universities, other research organisations and government agencies, and catalysing innovation across a wide range of environmental technologies. Green Alliance interviewed 20 climate and energy specialists for this new report. The report found a consensus among specialists that overall the EU had played a positive role in the UK’s energy outcomes, even among those who had criticisms of individual policies. Among the views expressed was the belief that the EU creates a large market for abatement technologies to be developed and costs reduced through economies of scale and resources can be better pooled to fund new technologies.

This report demonstrates how energy efficient renovation has the potential to create up to two million jobs and kick start the European economy, save the equivalent of 4 billion barrels of oil imports per year, reduce energy bills and CO2 emissions and increase comfort and well-being. The Energy Efficiency Directive requires every EU country to establish a long-term strategy for mobilising investment in the energy efficient renovation of their building stock, by 30 April 2014.
Public attitudes to nuclear power and climate change in Britain two years after the Fukushima accident

Research findings published by the UK Economic Research Council suggest that opposition to nuclear power in Britain has fallen since 2005, despite the Fukushima Dai-ichi nuclear power plant accident that followed the devastating Great East Japan earthquake and tsunami on the 11th March 2011. The report describes the main findings of a nationally representative British survey conducted in March 2013. The results are contrasted with previous British surveys where possible, and cross-national comparisons are made with similar surveys carried out in Japan.

The government has today published a call for evidence on the balance of competence between the United Kingdom and the European Union on energy. The Department of Energy and Climate Change is leading on the area of the review covering energy and is seeking views from individuals and groups with an interest or experience in energy policy and its application on how the competence is used and what that means for the UK. The Balance of Competences Review is an important and unique opportunity for people and interest groups to have their say on how we interact with the EU and the effect that EU legislation has on our energy policy.
Theorising governance and innovation in sustainable energy transitions

Understanding why and how it is that some countries are able to implement policies which lead to deeper and faster change in sustainable practices and outcomes is an important step in enabling an acceleration in the transition to a sustainable energy future. This paper presents a tentative, provisional framework for analysing energy system transition, differential outcomes and the reasons for them. It suggests that energy system rules (in enabling or blocking change) and incentives (in making change economic or not) play an important role in shaping change. A key insight is a need to understand ‘how and why’ policies are implemented, of ‘how and why’ changes in practices and outcomes are driven, and the links between the two. A provisional Theory of Managed Energy Transition is put forward that seeks to: firstly identify the linkages of politics, actors and agency to the ‘how’ and ‘why’ of energy policy implementation and delivery; and secondly, relate these to changes in practice and outcomes.
