Cities of tomorrow: Action today

In October 2011, the European Commission published a report, Cities of tomorrow: Challenges, visions, ways forward, which examined the possible impact of a series of major trends on different types of European cities in the coming years. Six ‘workstreams’, launched by URBACT at the beginning of 2012, examined a theme which corresponds with one of the threats identified by Cities of Tomorrow and, over the period of a year, has brought together evidence from URBACT projects but also from a wide range of stakeholders from all around Europe. Reports on these themes are now available:
From crisis to choice: Re-imagining the future in shrinking cities
This report calls for a new realism with regard to urban regeneration in cities affected by shrinkage.
More jobs: Better cities. A framework for city action on jobs
This report provides a framework for city action on jobs, which aims to help cities support and grow more and better jobs for the recovery. It is aimed at practitioners and policy-makers at the city level, as well as those at national and international levels, concerned with urban employment and skills policy and practice.
Supporting urban youth through social innovation: Stronger together
This report examines how cities can promote social innovation to address chronic social challenges. Although our specific focus is young people, the conditions identified for promoting social innovation have wider relevance.
Against divided cities in Europe
This report intends to provide an overview of the concept of urban segregation and related public policies that have been studied and explored within URBACT. The objective is also to bring forward some of the most interesting practices from URBACT partner cities working on integrated sustainable development, which have implemented innovative policies against segregation.
How cities can motivate mobility mindsets
This report focuses on the ways in which cities can facilitate the transition to a new urban mobility, which is more fundamentally linked to the quality of space, to a new mindset, and is built on integration between policy priorities and multi-stakeholder buy-in.
Building energy efficiency in European cities
This report examines how cities can mitigate climate change by reducing energy consumption in the construction, maintenance and refurbishment of buildings.
Cities of tomorrow: Action today. URBACT II Capitalisation. Key message
This report highlights some of the main points previous six reports make, with a particular focus on those that are relevant for cities concerned with supporting integrated sustainable urban development in the next round of EU programmes.

Energy Cities is the European Association of local authorities in energy transition. In 2012, Energy Cities initiated a process aimed at making and debating proposals for accelerating the energy transition of European cities and towns. These proposals are based on innovative approaches, new ideas and ground breaking practices.
CarbonBuzz

CarbonBuzz emerged from a realisation that the construction industry suffers from a poor awareness of the link between CO2 emissions and the energy use of buildings. The project partners sought a means to support the industry in its drive to manage the energy use and CO2 emissions from buildings and help architects and engineers to close the gap between designed energy use and actual energy use. The launch of the revamped CarbonBuzz energy benchmarking platform took place on 6th June 2013 at London’s City Hall. This free online tool, originally created in 2008, enables users to record, share and compare the real energy use of their building portfolios, and track the energy use of existing buildings, refurbishments and newbuild projects. Many of the shortlisted and winning entries from this year’s Greenbuild Awards will be featured on the site.
Researching Fracking in Europe (ReFONE)

ReFINE is a research consortium investigating the science of shale gas extraction and the potential risks associated with it. Gas is extracted from underground shales by the process of hydraulic fracturing, or ‘fracking’, and this has created a number of areas of public concern. ReFINE comprises a number of working groups investigating these issues, by examining scientifically the different aspects of shale gas exploration and production.

A tidal barrage across the Severn could contribute to energy and climate objectives, but the Hafren Power scheme has failed to demonstrate economic, environmental and public acceptability, according to MPs on the Energy and Climate Change Select Committee.
Onshore wind call for evidence: Government response to Part A (Community engagement and benefits) and Part B (Costs)

The Government has published changes designed to give communities greater say on, and benefits from, the siting of onshore wind farms. A new Community Energy Strategy, to be published in autumn 2013, will set out how Government can encourage community ownership and investment in wind projects. A Call for Evidence on this strategy has been published by the DECC.
The LOWCAP pathway for delivering a low carbon, energy efficient North Sea Region

The policy recommendations from the LOWCAP project have been officially published online. The document, which is available to view for free, includes recommendations under different themes for delivering a low carbon, energy efficient North Sea Region, while at the same time addressing the European level. The LOWCAP cluster project presents a review of the knowledge exchange and experiences from four Interreg projects. Key results from these projects have been compiled and analysed to produce a North Sea Region perspective on low carbon and energy efficiency issues. The recommendations are open for comments.
