An easier life at home? ‘Selling’ the Green Deal to UK households

A key assumption behind the Green Deal is that once market barriers are removed, there will be a flood of demand from UK homeowners for energy efficiency measures in their homes. However, interim findings from research from the UK Energy Research Centre casts doubt on whether this expected flood will come, for one simple reason: energy efficiency is rarely the main motivating factor for people’s decisions to renovate their homes.

Green Deal goes live

The government has launched the Green Deal which provides people with the opportunity to transform their homes by paying for energy efficient home improvements with the savings on their energy bills. With buildings in Britain among the least efficient in the world, the Green Deal aims to provide homes and businesses with a new way of paying for energy efficient improvements such as insulation and new heating systems.

BSI, the business standards organisation, has published an update to PAS 2030, the standard which supports the Green Deal policy, encouraging the implementation of energy efficiency measures within existing households and businesses. Working with industry experts, BSI has reviewed and amended the standard to coincide with the first Green Deals being signed from January 28th, 2013. The updated PAS 2030 standard builds on the existing 26 permitted measures (which already cover heating, insulation and glazing) by adding a further 12 permissible energy efficiency measures either in the form of new annexes or through amendments to existing annexes.

Recast of the Energy Performance of Buildings Directive

The Energy Performance of Buildings Directive is an EU measure designed to tackle climate change by reducing the amount of carbon produced by buildings. The requirements of the Directive were implemented on a phased basis by the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007. Key requirements were: energy performance certificate to be produced on the sale, rent or construction of a building; display energy certificate to be produced and displayed in large public buildings; and air conditioning equipment above a certain size to be inspected regularly. Changes have been made to the regulations, to transpose the requirements of a recast of the Energy Performance of Buildings Directive in England and Wales. The main requirements were introduced on 9 January 2013.
