EU establishes guidelines for renewable energy policy

Ministers of the Energy Council has adopted conclusions on renewable energy, which outline options for future action, in particular in order to facilitate long-term planning for industry and investors. The conclusions underline the key role played by renewable energies in the attainment of the EU’s wider goals for a low carbon economy, security of supply, and competitiveness. They also address the next steps for the period beyond 2020, when the EU should meet its target of 20% of energy consumption from renewable sources.

This report aims to contribute to the debate on future energy policy. It describes a roadmap to a future of near-zero greenhouse gas emissions which integrates radical energy efficiency with a balanced approach to the use of renewable energy, paying particular attention to the need for energy storage as we move beyond the age of fossil fuels.

As more details of the Green Deal and the Energy Companies Obligation (ECO) emerge, this conference looked ahead to implementation in 2013 and what it means for local authorities. The conference drew together existing experience of promoting energy efficiency measures. It will offer research on customer behaviour and attitudes to help local authorities work with local partners to promote take-up of the Green Deal. Presentations are available online.

The BSRIA Briefing is an annual building services event of presentations and Q&As with leading industry speakers. This year’s Briefing addressed the cloud of confusion that faces our sector in understanding what the energy mix is going to look like in the future so that professionals can offer solutions that meet today’s immediate economic as well as regulatory requirements. Consideration was given to the energy needs upon which forthcoming commercial investment and development depends, whilst recognising that structures will not only be expected to perform successfully over several decades, but also improve social conditions and effectively protect the environment. A tale of two buildings: Are EPCs a true indicator of energy efficiency?

A joint report from Better Building Partnership (BBP) and Jones Lang LaSalle highlights the importance of measuring and achieving reductions in actual energy consumption. Using data gathered from over 200 buildings over the past four years, the study measured the actual energy performance of BBP members’ managed properties in London with surprising results. The report considers whether Energy Performance Certificates alone are sufficient to deliver the Government’s targets to ‘de-carbonise’ the UK’s built environment, and how successful the property industry is in tackling the issue of reducing actual energy consumption. It also contains recommendations and guidance for both owners and occupiers.

The Environmental Industries Commission has published a major industry-led review into the future of the Government’s flagship environmental policy, the Carbon Reduction Commitment (CRC), following an in-depth, industry-wide research including detailed policy workshops, a cross-industry survey and one-to-one interviews with both CRC participants and carbon management consultants from the public and private sectors. The report argues for a longer term future for a management and allowance system, within the context of the challenges and barriers to energy efficiency which the CRC was originally developed to address.

Following extensive consultation and pre-legislative scrutiny, the Government has published an Energy Bill which sets out radical reforms to the design of the electricity market that are designed to kick-start a renaissance in construction of low-carbon energy infrastructure and in low-carbon manufacturing supply-chains.

The European project POLIS aimed to implement strategic urban planning and local policy measures to activate the solar ability of urban structures in European cities. Based on experience gathered during the pilot actions in the cities of Lisbon, Lyon, Malmö, Munich, Paris and Vitoria-Gasteiz, these guidelines were developed to support you in adaptation of your urban planning procedures with the aim of boosting solar energy in your city or town. The POLIS partners have identified a total of ten guidelines necessary to implement a coherent planning policy in favour of solar energy. They address how to identify and mobilise the solar potential, optimize solar urban planning processes, and adapt local policies and legislation.
