The new policy brief from the Grantham Research Institute on Climate Change and the Environment and the Centre for Climate Change Economics and Policy reviews the current evidence about the extent to which onshore wind power can contribute to future electricity generation, whether there are technological constraints, what the economic costs are, and what the environmental impacts might be. It concludes that the challenges posed by the intermittency of energy supplied by wind farms are often exaggerated, but that the local environmental impacts of wind turbines need to be properly considered in planning decisions.
Take action on energy in buildings

Buildings represent about 40% of primary energy used and associated CO2 emissions globally, making them a critical component shaping and driving the world’s energy consumption profile and related environmental impact. However financial, behavioral and knowledge barriers have stood in the way, until now. The World Business Council for Sustainable Development will launch a new market engagement oriented project, EEB 2.0, in 2012, with the aim of triggering action and implementation that addresses these barriers, and using the understanding the first phase of the EEB project developed from 2006 to 2010. Over the course of a proposed three-year project, EEB 2.0 intends to work with key decision-makers who are responsible for, or have influence over, substantial building portfolios in the public and private sectors. The project will develop a replicable process for bringing key decision-makers and relevant stakeholders together to identify practicable energy efficiency solutions in the portfolios they control, and will serve to scale up the implementation process across other decision maker portfolios.

Future of London is an independent not for profit organisation focused on developing skills and capacity across the urban regeneration sector in London, through the provision of training, policy briefings and new analysis. It has published a report, supported by EDF Energy, which warns that London faces a big challenge to make the most of the Government’s new approach to improving energy efficiency through the Green Deal and ECO programmes. The report also emphasises the critical role London boroughs will play in delivering the forthcoming Green Deal, and recommends that they play an active role in supporting the scheme. It also outlines ways in which boroughs could encourage consumer demand for the Green Deal.

The recently published Today’s attitudes to low and zero carbon homes: views of occupiers, house builders and housing associations (NF40) highlighted the need for low and zero carbon (LZC) technologies that are reliable, perform to expectations and are capable of being used by home occupiers to achieve their design potential. To provide further guidance on these issues, this report investigates LZC technologies currently being used and likely to become dominant in the market. Through in-depth interviews with homeowners, carried out by the School of Construction Management and Engineering at the University of Reading, this research reports on their day-to-day use and attitudes towards these technologies.

The 32nd annual conference of the International Association For Impact Assessement considered the role of impact assessment on future global, national and local energy decisions and choices, and how to tackle the environmental and social risks that will appear as a result of our quest for the development, production and management of new energy sources. Draft papers are available online.

The Green Alliance has published a report which argues that the uptake of Government policies such as Green Deal will be limited if the government’s current plan to rely on multiple, dispersed communications for energy schemes are unlikely to secure the take up and interest needed, putting the policies at risk of failure. The report argues that overcoming this requires communications to build a strong brand which will enable trusted messengers to communicate and have the power to change social norms.

This study by the European Academies Science Advisory Council has examined the current status and development challenges of concentrating solar power, and consequently has evaluated the potential contribution of CSP in Europe and the Middle East and North Africa (MENA) region to 2050, and identified actions that will be required to enable that contribution to be realised. This report summarises the findings of the study and is intended to inform policy-makers in the European institutions, in particular the European Commission and Parliament, and policy-makers at a national level in Europe and the MENA region.
