The Future of the Energy Company Obligation

The Government has launched a consultation exercise on changes the Energy Company Oblication (ECO). The proposals contained in consultation were highlighted as part of Government’s announcement on 2 December 2013 to reduce pressures on consumer bills and ensure ECO provides value for money for energy consumers; whilst continuing to help tackle fuel poverty, support the development of a sustainable energy efficiency supply chain and improve the energy efficiency of our housing stock. The key proposals include the extension of the scheme to 2017, modifying the eligibility criteria for Carbon Saving Communities Obligation (CSCO) and allowable primary measures under Carbon Emissions Reduction Obligation (CERO) to ensure it is easier and cheaper to deliver, and to reduce the 2015 CERO obligation by 33 per cent. Other changes to the ECO include proposals to make ECO easier to administer, easier for customers to understand, and easier to access in rural and off-grid areas.

The recent rapid growth in the production of unconventional oil and gas (shale gas and tight oil) in the US has profoundly changed the US energy market. It has also had global implications, in particular a significant divergence of natural gas prices between the US and major economic trading partners, such as the EU, Japan and China. The exploitation of shale gas in the EU is proposed as a way to rebalance climate and energy policy in order to favour economic competitiveness. Simultaneously, it is suggested that less emphasis should be given to carbon pricing, energy efficiency and renewable energy policies, as wider use of gas would be a cheaper avenue to deliver greenhouse gas emissions reductions. This paper assesses the energy sector and economic impacts of the unconventional oil and gas revolution in the US. It then addresses the potential for the EU to replicate the US experience.
Building zero carbon: The case for action

A report issued by the UK Green Building Council Task Group believes there is a very strong economic case for establishing a robust definition of zero carbon for non-domestic buildings as soon as possible. The industry stands ready to invest in innovation and skills to meet higher standards, but the lack of detail on policy implementation means that current efforts are fragmented and disparate, creating inefficiencies and the loss of global export opportunities. The Group urges Government to restate its commitment to the 2019 target and set out a clear and ambitious definition of zero carbon. Register to view the document.

The Chartered Institution of Water and Environmental Management has produced an in-depth independent review of the likely viability, scale and timing of shale gas exploitation in the UK. It also considers if an industry of any significant scale were to develop, what the implications of hydraulic fracturing of shale would be for water resources, water treatment and the water environment, and the regulatory requirements needed to mitigate the industry’s impact on the environment.

The purpose of the fact file (produced annually) is to gather together in one volume data on important trends related to domestic energy use, and in particular on the measures that have been taken to improve energy efficiency. Most of the tables relate to total housing stock and will be mainly of use to government departments and others interested in research or planning at that level. The reports cover the period from 1970 (just before the first oil crisis) until 2011.
