This document provides guidance on how best to ensure that activities related to the development and management of inland waterways are compatible with EU environmental policy in general and nature legislation in particular. Particular attention is given to explaining how to develop integrated projects which aim to take account of the river’s ecological processes early on in the design process. This guidance document also outlines the procedures to follow when carrying out an appropriate assessment under Article 6 of the Habitats Directive.

This Policy Position Statement reviews the use of monetary valuation techniques (both market based and non market based) as part of the broader policy of adopting an ecosystem services approach (ESA), which has gained acceptance globally and is increasingly of interest in the UK.  In doing so this PPS sets out the position of the Chartered Institution of Water and Environment Management (CIWEM) on the use and appropriateness of adopting monetary valuation methods based upon advice from, and ethical concerns raised by, its membership.

Local environmental problems, or incivilities, can have a serious and long-lasting impact on wellbeing and quality of life for individuals and communities. Issues such as vandalism, graffiti, litter, dog mess and discarded rubbish really matter to people and have a disproportionate impact on those living in the UK’s least affluent communities. CarnegieUK Trust has published a report which highlights the benefits offered by a community-led approach to tackling these problems, and calls for more support to made available to communities, to help them address the environmental problems affecting their neighbourhood. This policy report is informed by eight case studies of community projects from across the UK.

This guidance is aimed at businesses and other organisations which take decisions on a day-to-day basis about whether something is or is not waste. In most cases, the decision is straightforward and whoever is taking the decision does not need guidance from the competent authorities to help them take it. However, in some cases, the decision is more difficult (e.g. where the substance or object has a value or a potential use or where the decision is about whether waste has been fully recovered or recycled and has therefore ceased to be waste). The aim of the guidance is to help ensure that the right decision is taken in these more difficult cases.
