A new study carried out for the European Parliament assesses the long-term effects of hosting the European Capital of Culture (ECoC) Programme. Since 1985 the European Capital of Culture (ECoC) title has been awarded to nearly 60 cities in 30 countries. Over time, the programme has become an important tool for city positioning and a catalyst for economic and cultural regeneration. There are often immediate cultural, social and economic returns and, although harder to evidence, the ECoC’s potential for securing long-term benefits, such as changing the image of a city or developing tourism, has grown. The study highlights common approaches and success strategies adopted by cities. It also documents the strongest claims that the ECoC has had long-term effects and analyses recurrent challenges for the programme to reach its full potential. This report contains a very long bibliography.

This article presents recent statistics on the tourism industries in the European Union. While tourism statistics traditionally focus on either the accommodation sector or the demand side (from a household perspective), and relate mainly to physical flows (arrivals or nights spent at tourist accommodation establishments, or trips made by residents of a country, this analysis is based on economic data extracted from other areas of official statistics, in particular structural business statistics (SBS) and short-term business statistics (STS). Thus a more complete economic picture can be drawn of this sector, which is an important motor for many countries’ economies and labour markets.

This report gives new evidence of metropolitan area cooperation and its increasing scope. The report draws on evidence presented in the ‘Metropolitan areas in action’ (MAIA) study and a supplementary note from the Metropolitan Research Institute (MRI) in Budapest. The report includes standardised maps developed by the city of Amsterdam. The MAIA study, conducted by the University of Ghent, was the result of an analysis of 88 examples of metropolitan area cooperation in 31 cities, analysing their subject matter and extent. A further seven cities contributed to the development of the study by providing background information. The study underpins the work so far of WG Metropolitan Areas with evidence of measures of cooperation in metropolitan areas and their increasing scope.

The EU sustainable development strategy, launched by the European Council in Gothenburg in 2001 and renewed in June 2006, aims for the continuous improvement of quality of life for current and future generations. The Eurostat monitoring report, published every two years, provides an objective, statistical picture of progress, based on the EU set of sustainable development indicators. Quantitative rules applied consistently across indicators, and visualised through weather symbols, provide a relative assessment of whether Europe is moving in the right direction, and with sufficient haste, given the objectives and targets defined in the strategy. The data presented cover the period from 1990 to 2012 (or the latest year available). The statistics covered illustrate the range of issues relevant for sustainable development, and should contribute to raising awareness of the opportunities and challenges lying ahead.

This report from the European Environment Agency looks at the monitoring networks currently measuring black carbon, measurement methodologies and how this data is used. As the effects of this pollutant have become better understood in recent years, it is increasingly seen as an important target of environmental control. Authors of the report hope that the study will encourage more comprehensive monitoring of this pollutant, which is currently patchy.

Core cities (or ‘second tier’ cities) aren’t just the beneficiaries of national economic growth, they are important drivers of it. With greater support and investment, core cities could contribute even more towards national economies. This briefing paper draws on findings from ESPON, a European research programme2, including case studies of Leeds and Manchester, to suggest how we can generate greater prosperity beyond capitals.
