Guidelines for intelligent transport systems

The Council of European Municipalities and Regions (CEMR) has issued a set of guidelines on ways to implement three key aspects of intelligent transport systems in urban areas: travel information, travel management and smart ticketing. These guidelines, which include a set of good practices shared by European cities, were developed by an expert group set up by the European Commission.

Because of the many benefits that inland waterways can deliver, a coordinated approach to their management and development is required, linked to the wider sustainable development of the regions through which they pass. How this can be best done is the aim of an EU-funded project Waterways Forward. The final conference was held to present insights for exploring and exploiting the great potential of these waterways for economic development and employment in line with Europe 2020 strategic objectives. A set of policy recommendations was agreed which it is hoped will be taken forward by EU policy makers. These can be viewed online.

The event considered the current and future sustainability issues in European cities. In two thematic panels, the fourth UNECE (UN Economic Commission for Europe) Green Economy seminar presents trends and challenges in European cities related to energy, transport and ageing populations. It alsol provided the platform for a shared discussion on how to respond to these environmental, social and economic issues in order to achieve sustainable urban development in the wider European region. Each panel included key note presentations of city case studies, followed by experts’ input and an overview of related UNECE’s activities. During a final session, conclusions and recommendations from the thematic panel discussions were drawn with the aim of identifying potential joint activities for inter-sectoral cooperation in UNECE on sustainable urban development.

In the new context of the EU Cohesion Policy 2014-2020, State members are asked to heavily invest in Energy Efficiency (EE) and Social issues. Member States with Managing Authorities are programming the use of these new structural funds. However, there are important barriers to energy efficiency implementation in social housing. The objective of the final CASH Conference was to share with managing authorities, the European Commission, in particular Directorate-General Regional and Urban policy and Directorate-General Energy, EU Parliament members and European organisations, the recommendations of the network to reduce these barriers and to come out with key programming criteria to make the best use of new structural funds for Energy Efficient renovation of social housing with a systemic approach and a mass perspective. This Flash Eurobarometer, “Attitudes of Europeans towards Tourism” (No 370), was conducted at the request of the Directorate-General for Enterprise and Industry in the 27 EU Member States and in seven additional countries: Croatia, Turkey, the Former Yugoslav Republic of Macedonia, Norway, Iceland, the Republic of Serbia and Israel. This wave is a follow up to the Flash Eurobarometer No 334 conducted in January 2012. The survey was designed to explore a range of aspects surrounding holidays in 2012 and 2013, in particular: respondents’ motivation for going on holiday in 2012; information sources and tools used to research and organise holidays; respondents’ travel profile, preferred destinations and holiday types; satisfaction with various aspects of holidays in 2012; and plans for holidays in 2013, including the potential impact of the current economic crisis on those plans. Where possible, results are compared to the last wave of the survey, conducted in January 2012.

The 50 case studies featured in this report demonstrate the broad range of activities that can be carried out with the support of the EU’s structural funds. They are focused around eight key themes: smart growth; sustainable growth; inclusive growth; integrated area-based approaches; housing for marginalised groups; financial engineering; public participation and empowerment; and cooperation, networking and learning. The case studies were prepared in 2012 and cover projects that have recently been completed or, in a few cases, are still underway.

The project aims at providing a better understanding of the opportunities and perspectives of regional airport investments in peripheral areas from a European and National perspective, as well as its contribution to regional economic development. The main aim is to provide inputs to policymakers on future options for infrastructure investment in peripheral regions in Europe. Outputs from the project, which ran from February 2011 until January 2013, are available online.

The report of the conference provides a summary of the presentations and discussions, as well as the outcomes of the workshops reported by its facilitators and finally the conclusions and recommendations, as summarised by the conference chair. The central theme of the conference was the role of regions and municipalities in greening economy, with emphasis on the value of biodiversity and ecosystem services in boosting the greening of the economy.
