Territorial cohesion and water management in Europe: the spatial perspective

This report considers the links between water management in the EU, especially the implementation of the Water Framework Directive (WFD), and territorial cohesion, in the perspective of spatial analysis and spatial planning. It looks at the role of spatial analysis and planning for the implementation of the Directive as well as related provisions such as the Floods Directive and the development and implementation of River Basin Management Plans (RBMPs). It considers links between regional policy and water management in the EU, including the lessons from a spatial perspective. It further looks at cross‑country cooperation, a key element of both the WFD and territorial cohesion and finally considers future challenges for implementation of the Directive and the development of RBMPs, in particular considering the spatial context.

On 15 June 2012 a new Directive aimed at improving energy efficiency in the EU was agreed. It is expected to help lead a transformation in the energy performance of existing buildings, in the same way as the Energy Performance of Buildings Directive recast (EPBD) is leading the transformation for new buildings. It replaces the CHP Directive (2004/8/EC) and the Energy Services Directive (2006/32/EC). This document is intended to help Green Building Councils and their members understand some of the main aspects of the Directive that will impact on buildings.

The Informed Cities Initiative applied the theory of knowledge brokerage to the field of urban sustainability, in a research project funded by the European Commission under the 7th Framework Programme. The Reference Framework is an on-line toolkit to assist actors of urban management and development to improve dialogue and action on sustainability. It offers a multi-purpose decision-making and communication tool for promoting sustainable urban development. It is not place-specific and can be adapted to suit local priorities and different circumstances. The tool shows and explains step-by-step what actions are possible or necessary to organise the process in a city or municipality, that is to say to help the city develop in an integrated manner. The users are guided through a series of questions to explore their city’s approach to sustainability and provide them with tools for improving this.

With the introduction of the INSPIRE Directive 2007/2, the policy landscape for sharing environmental information has changed drastically. The Commission Communication on the Shared Environmental Information System (SEIS 2008) and follow-up activities at national and European levels have further helped to cultivate a new vision for a coordinated framework for the implementation and monitoring of environmental policies. The governance, content, and supporting technologies are the three pillars with which this vision can be consolidated and implemented.  The aim of this conference was therefore to look at how innovations in these three areas have further shaped the landscape of sharing environmental information.
