Towards Green Growth in Denmark: Improving energy and climate change policies

Denmark’s green growth strategy focuses on moving the energy system away from fossil fuels and investing in green technologies, while limiting greenhouse gas (GHG) emissions. On the whole, current policies should allow Denmark to reach near-term climate change targets, but may not be sufficient to achieve its most ambitious targets. The challenge is to achieve objectives in a cost-effective manner and to ensure that these ambitions contribute as much as possible to global GHG emissions mitigation and to stronger and greener growth in Denmark. Better exploiting interactions with EU and international policies, finding the appropriate way to support green technologies and reducing GHG emissions in sectors not covered by the EU emission trading scheme are key issues which need to be addressed to meet this challenge.

The OECD Green Growth Strategy, launched in May 2011, provides concrete recommendations and measurement tools to support countries’ efforts to achieve economic growth and development, while at the same time ensure that natural assets continue to provide the ecosystems services on which our well-being relies. The strategy proposes a flexible policy framework that can be tailored to different country circumstances and stages of development. OECD Green Growth Papers complement the OECD Green Growth Studies series, and aim to stimulate discussion and analysis on specific topics and obtain feedback from interested audiences. The latest paper in the series takes stock of the latest developments in the overall economic and social conditions in countries in Eastern Europe, Caucasus and Central Asia (EECCA), market signals and environmental governance arrangements that may facilitate the shift towards green growth, and discusses possible barriers and measures to overcome them. At the same time, the report delineates the possible elements of a more coherent and effective reform agenda. In such a way the report aims to serve as background and a starting point for follow up development of green growth policies in EECCA.
Seven climate change lessons from the cities of Europe

The Carbon Disclosure project (CDP) has released a new report that offers lessons for urban planners and policy makers from seven European cities that are leading on climate change adaptation. As well as target setting, the report identifies and examines six other key areas where European cities are demonstrating best practice to manage climate change.

As part of the Committee of the Regions’ 5th European Summit of Regions and Cities, which was held on 22 and 23 March 2012 in Copenhagen, the Committee invited its members as well as a variety of European associations and cities from across Europe to showcase their recent urban projects in the following four areas: architecture and town planning (’Beautiful Cities’); energy efficiency, sustainable transport and development (’Green Cities’); innovation and smart specialisation strategies (’Smart Cities’); and inclusion, social innovation and employment (’Inclusive Cities’). This brochure accompanied the exhibition.

The European Commission’s Sustainable Urban Mobility campaign has been launched. The three-year initiative aims to support sustainable urban mobility campaigners in 31 countries, fostering positive change in attitudes and behaviour. The central objective of this new campaign is to promote the advantages of combining different modes of transportation.
A survey on urban sustainability

In the spring of 2012, ICLEI ( local governments for sustainability) and EMI (European Metropolitan network Institute) launched a joint survey on urban sustainability. The survey was sent to city officials and policymakers across Europe and is part of EMI’s Knowledge and Research Agenda on Urban Sustainability looking into research needs when it comes to stimulating urban sustainability. The survey addressed issues such as cities’ understanding of the concept, their ambitions concerning sustainability as well as goals on this theme of the European Union. Another important aim was to identify the needs of European cities relating to the further implementation of urban sustainability goals.

This publication focuses on the evolutions in tourism demand in the European Union in 2011, namely on the trips made by EU residents. It also takes a look at the evolution of the number of nights spent in hotels and similar establishments. The number of holiday trips made by EU27 residents remained stable between 2008 and 2011, while the number of business trips fell by 11%.

This conference aimed to contribute to the preparation of the Blueprint to Safeguard Europe’s Water Resources (see http://www.ec.europa.eu/environment/water/blueprint). IThe event provided a platform for consultation and debate on the Blueprint policy options to deliver better implementation, integration, and completion of EU water policy, also addressing the impact assessment that will accompany the Blueprint. Regions and cities are increasingly interdependent; economically, socially and environmentally. Patterns of interactions between regions are experiencing rapid changes as a result of dramatic shifts in production and consumption patterns, advances in communication technologies and the development of transport infrastructure. These changes pose many challenges for the analysis and management of regions. At the same time, regions are becoming increasingly fragmented in many ways. Classic forms of government based on clear-cut arrangements between administrative levels, policy sectors and the public and private domain are no longer sufficient. The result is a complex pattern of overlapping governance and fuzzy boundaries, not just in a territorial sense but also in terms of the role of both public and private actors. The 2012 RSA conference provided a timely opportunity for participants to come together and reflect on the various strengths, weaknesses, challenges and opportunities of networked cities and regions within these different contexts of fragmentation. Papers presented at the conference are available online.
Draft Work Programme prepared in connection with the FP7 2013 Work Programme in the area of Transport (including aeronautics)

This paper is made public at an early stage in the adoption process of the work programme to provide potential applicants with the currently expected main lines of the 2013 work programme. It is a working document not yet endorsed by the Commission and its content does not in any way prejudge the subsequent modifications by the Commission nor the final decision of the Commission. The final adoption and the publication of the work programme by the Commission are expected in mid-July 2012. Only the adopted work programme will have legal value. The Programme outlines the proposals for coordinated calls, contexts and themes of the Transport activities that will arise from EU collaborative programmes, and will be of benefit to organisations seeking to engage on EU-funded research activities over the next year and beyond.
