The European Commission’s recently published proposals for new Regulations in the field of regional policy put a strong emphasis on integrated urban development, with a number of important suggestions to ensure that cities play their full role in driving growth in the EU. A key element in these proposals is the Commission’s intention to seek a direct, long-term, interaction between mayors and Commission officials working on their regions at a European level, with the aim of identifying future urban challenges and how they can be tackled successfully at all levels. The Urban Forum provided an opportunity to discuss the new proposals, with a particular focus on the role of cities in promoting sustainable growth. The Forum was divided into three thematic panels: Europe 2020 and the challenge of coordinating thematic investments in cities and promoting integrated urban development; Innovative actions for sustainable urban development; Integrated Territorial Investment: How may it work for fostering the urban dimension of cohesion policy? The TABULA (Typology Approach for Building Stock Energy Assessment) project team hosted this international expert workshop, with focus on “European Building Typologies”. The main theme of the workshop was the energy performance of the European building stock. Methods for data collection and assessment, design of building typologies, building stock models and scenario calculations were presented and discussed. Presentations are available online. In preparation for Rio +20, this event saw European leaders, sustainability champions and front runners meet to discuss green economy opportunities and the international sustainability agenda. Cooperation and networking featured strongly as solutions. A report of the event is available online.

The aim of the conference was to raise awareness and brief a wide range of stakeholders on the EU’s blueprint to safeguard Europe’s water process. It focused in particular on a number of the technical issues that have been raised by the process including: the strategic vision for Europe’s water, water scarcity, research and innovation, ecosystem goods and services, climate change impacts, closer integration of WFD- CAP objectives and water footprinting with a view to scoping the issues that enables responses from participating organisations and individuals. This event provided an update on the European policy for renewable energies and energy efficiency; presented the Intelligent Energy-Europe (IEE) programme and the priorities of its 2012 call for project proposals; presented ongoing IEE projects and the ingredients of their success; outlined how to apply for IEE funding; and offered dedicated workshops for each funding area. Financial support for energy efficiency in buildings

The European Commission has recently launched a public consultation on financial support needed for the uptake of energy-efficiency improvements in buildings. The recast Energy Performance of Buildings Directive (EPBD) requires member states, amongst others, to provide for appropriate financing and other instruments to incentivise large-scale energy-efficiency refurbishments and the transition to nearly zero-energy buildings.

Flash Eurobarometers are ad hoc thematical telephone interviews conducted at the request of any service of the European Commission. Flash surveys enable the Commission to obtain results relatively quickly and to focus on specific target groups, as and when required. Reproduction is authorized, except for commercial purposes, provided the source is acknowledged. The objectives of the latest survey on attitudes of Europeans towards tourism were to study: respondents’ motivation for going on holiday in 2011, the types of research and modes of organisation that people use before taking a holiday, attitudes towards tourism ( e.g. preferred holiday destinations, and the types of holiday that respondents favour), respondents’ travel profiles in 2011, the reasons why respondents did not go on holiday in 2011, including the potential impact of the current economic crisis and respondents’ holiday plans for 2012. Factsheets for individual European countries are also available.

The report identifies a range of barriers, political, structural, industrial and social, that presently prevent more rapid and beneficial action on energy efficiency, and highlights and discusses necessary actions to accelerate the rate of low-energy refurbishment of Europe’s buildings.

An initial update of the European Rail Research Advisory Council (ERRAC) vision for the future of rail, projecting to 2050, has been issued, addressing the European effort required for research and innovation to achieve a competitive, resource efficient and intelligent rail transport system. The European vision for railway research and innovation outlined in the document illustrates the research pillars that need to be supplemented by the corresponding investment pillar. To complement those, the legislation pillar is necessary to provide fair market conditions. This combination has the potential to transform rail into the low carbon natural transport mode of choice in the middle of the 21st Century.
