An economic crisis has left the European real estate industry in limbo, with preferred markets chosen more on their potential as safe havens than high-growth hubs, and with highly specialised non-core investments gaining attention as alternatives to traditional property types, according to Emerging Trends in Real Estate Europe 2012, the annual industry forecast published by PricewaterhouseCoopers and the Urban Land Institute.

The European Union Knowledge Network (EUKN) has developed this key publication in cooperation with the Polish Presidency. Successive presidencies of the EU have recognised the growing importance of urban policy and urban development. This publication shows the great projects cities have been able to develop over the past years in order to realise a smart, sustainable and inclusive Europe. All the case studies included in the publication have benefitted from EU financing, and are being realised in a wide range of national contexts. Besides the case studies, this publication offers the views of several experts on the urban dimension in the future programming period. The views of the local level, the Commission, the Polish presidency and from Eurocities are all included.

EU research and innovation: What role for regions and cities after 2013? Brussels, 12-13 December 2011

In the Europe 2020 strategy as well as in long-term policy programmes of regional and local authorities, great importance is given to research and innovation. The EU is putting this priority into an ambitious ‘Common Strategic Framework’ and its budget for 2014-2020, in which the increase for research and innovation is in the order of 46% when compared to the current budget. In the autumn of 2011, the European Commission has adopted its legal proposals for the future EU funding of research and innovation, namely through the structural funds, and Horizon 2020 (the new Framework Programme for Research and Innovation and the new programme replacing the former CIP). Over 300 representatives from local, regional and national administrations, institutions, universities and development agencies met at the above event to discuss the consequences these proposals will have for facilitating better coordination of research and innovation support at local level post-2013. The Forum presented good practice of regional innovation programmes and projects operating under the current funding structures, showcasing how to match EU priorities and programmes with specific territorial challenges. All presentations are available online, and a detailed proceedings report will be published in the beginning of 2012.

Plan4all Project: Interoperability for spatial planning

A summary of the work of the EU-funded Plan 4all Project on the harmonisation of planning data according to INSPIRE guidelines is now available. It summarises the work and the achievements, mainly on the basis of the idea that the achieved results about spatial planning interoperability should be spread among the wider communities at EU and international level as well. The Plan4all project delivers technical results that will be of interest for spatial planners and ICT professionals. The Plan4all project fosters the exchange of ideas and experiences between those professional communities, focusing on the approaches more than on the technicalities.

The aim of this conference and workshop, organised by Directorate General Regional Policy, was to inform participants about developments at EU level which are relevant to the period 2014-2020, and to focus on implementation difficulties encountered and possible solutions for the future. Background papers are available, together with presentations from sessions which examined: social and economic benefits of investing in energy efficiency in buildings; financial instruments for energy efficiency investments; energy efficiency and innovation; Framework conditions relevant to investments; and experience with investing in EE in buildings in the Member States.

This event aimed to highlight the importance for city planners to explore different ways of achieving inclusion and prosperity. Discussions covered the challenges and opportunities of social cohesion and processes that involve citizens in the changes that affect their cities. The CECODHAS Housing Europe Observatory has carried out a second review of the social, co-operative and public housing sectors in the 27 EU member states, the first one having been completed in 2007. This detailed report presents an overview of the main trends and issues facing the social, co-operative and public housing sectors in each country, as well as providing national profiles and key housing-related data. This report provides reliable and up-to-date data on the socially provided housing sector in Europe. For each country, there is a brief overview setting out the following information: What is social housing? Who provides social housing? How is social housing financed? Who can access social housing? Recent developments in social housing provision In addition, for each country, there is a statistical information section that includes the following data: stock details; housing affordability information; costs of construction; housing quality information; state involvement; key demographic and employment data; and key indicators on immigration, poverty and social exclusion.
