Bayonne: Restoring buildings and citizen participation with URBACT

Europe’s old towns reflect the continent’s long and articulated history. Their beauty attracts visitors from all over the world, making their dwellers proud of their cultural heritage. However, living in a historical centre is often challenging: poor living conditions inherited from past concepts of urban space and architecture clash with the need for comfort of its inhabitants. The need for sustainability and energetic performance in renovation represents an additional challenge that needs to be coped with. To tackle this challenge, the city of Bayonne (France) decided to embark on an URBACT journey with partners from all over Europe. As part of this experience, the municipality had to gather relevant stakeholders and work with them to draft a local action plan. The Local Support Group set up in this perspective quickly became a driver in mobilizing citizens and local organizations around the “eco-restoration” agenda.

The main aim of this European Sustainable Development Network (ESDN) Quarterly Report is to investigate the recently adopted 7th Environment Action Programme (EAP) of the European Union, which is the European Union’s main strategy for environmental policy and, in particular, environmental policy integration. In this respect, the 7th EAP builds on existing policy initiatives, such as the Europe 2020 Strategy and the renewed European Sustainable Development Strategy, and aims to tackle environmental challenges which should help achieve long-term sustainable development goals. To this context, this QR provides an analysis to investigate the 7th EAP with respect to the concepts of sustainable development and environmental policy integration.

The 10th European Sustainable Development Network Workshop facilitated an international exchange on overarching strategic policy initiatives on urban sustainable development at the UN, EU, Member State and sub-national level, covering environmental issues, regional development, economic and social policy fields. Accordingly, the workshop aimed to foster the exchange between experts to intensify co-operations and alliances between EU, national and local policies for urban SD. Workshop documentation is available online, including the final agenda, the discussion paper, participant list, the slides of those keynoters who used PowerPoint, and the workshop report.

The European Commission has set out its primary vision on how the European Union should contribute to the global efforts to reduce the impact of disasters. The Commission has adopted a Communication on The Post 2015 Hyogo Framework for Action: Managing Risks to achieve Resilience. This document is the basis for upcoming discussions between the Member States, the European Parliament and other stakeholders who will work on a common EU position for the global negotiations at the level of the United Nations. These talks will focus on how to mitigate the impact of natural and man-made disasters and to build a new framework for disaster risk reduction – the so-called post 2015 Hyogo Framework for Action. This report, published by the European Court of Auditors, assessed the implementation and the effectiveness of public urban transport projects co-financed by EU structural funds, and whether they meet user needs and they achieve their objectives in terms of utilisation. It reveals that two thirds of urban transport projects co-financed by EU structural funds are underutilised.  Weaknesses in project design and inadequate mobility policy were two of the main contributory factors identified.
