EU Directive on Package Travel

The European Parliament has voted overwhelmingly to back the European Commission’s proposal modernising EU rules on package holidays (IP/13/663). Existing EU rules on package travel holidays date back to 1990. Under the new rules, the Package Travel Directive will enter the digital age and better protect 120 million consumers who buy customised travel arrangements – especially online – and are not covered under the EU’s rules. The reform will bolster protection for consumers by increasing transparency about the kind of travel product they are buying and by strengthening their rights in case something goes wrong. Businesses will also benefit as the new Directive will scrap outdated information requirements such as the need to reprint brochures and will make sure that national insolvency protection schemes are recognised across borders.

On 20 February 2014 the European Commission proposed a set of voluntary European Tourism Quality Principles to help tourism service providers promote the quality of their services and strengthen consumer confidence. The initiative is intended to: help tourism service providers, for example hotels, restaurants, tourist attractions and other organisations, that decide to follow these principles; and highlight the quality of tourism services to consumers, particularly to those travelling outside their own country or visiting from outside Europe.

The law firm Berwin Leighton Paisner (BLP) has published its first European Hotel Market Survey report. Following responses from over 400 participants from the hotel sector (amongst them investors, lenders, owners, operators, developers and advisers), the report takes a look at the top ten market highlights for 2014 along with featured insights from industry leaders, Josh Wyatt of Patron Capital Partners, Philippe Bijaoui from InterContinental Hotels Group and Diane Scott and Tony Burnell from Lloyds Banking Group. Two studies published by the European Commission recently show how environment policy can spur economic growth by boosting flood protection and making more of a switch to greener taxes. One produces more evidence about the overall economic benefits from timely investment in defences against flooding, and the other highlights the advantages of moving the tax burden away from labour and towards resource use and pollution.
European tourism in 2013: Trends and prospects

The latest quarterly report from the European Travel Commission suggests confidence is growing in the sector, as some of the factors underlying growth will persist into the next year. The ETC expects international tourism to grow between 3% and 4% in 2014. Growth spread across virtually all European destinations and accelerated as the year progressed, mainly due to strong summer travel demand from large outbound markets, such as Spain and the UK.
