RICS has published the results of research which aims to address some central issues around the impact of sustainability on future property investment decisions. The report examines Display Energy Certificate (DEC) data from over 60,000 buildings to build a picture of how climate change is affecting operating costs and investment decisions in the UK commercial property sector. The aim of this research is to identify potential long-term financial risks associated with particular types of commercial building and to contribute to establishing a business case for mitigation and adaptation strategies that can target the most vulnerable business classes. A distinction is drawn between mitigation (reducing carbon emissions and so reducing the risks associated with climate change in the long term) and adaptation (responding to the impacts of climate change), although both have a role to play.

Retrofitting is considered to be the single biggest challenge facing the social housing sector today. This event aimed to seek answers to the retrofit challenge and discuss viable solutions to the Green Deal. This seminar was aimed at senior decision makers in strategy and planning, finance, business development, asset management, procurement and those with regeneration and sustainability responsibilities in housing organisations. This workshop provided a platform for statisticians and stakeholders to discuss and better understand transport infrastructure investment and maintenance data. The aim was to bring together data providers and users to share their experience with the methodology, interpretation and limitations of transport investment data. The workshop allowed for comparison and discussion of practice and examined the experience with harmonising definitions and methods. In doing so, opportunities for data quality improvement were identified. Presentations are available online, covering the following themes: Measuring infrastructure investment and maintenance; Combining data from public and private entities; Harmonisation of international data collections; Matching needs and identifying gaps.

This conference focused on big ideas to scale up sustainable transport best practices in cities worldwide. In previous years, the event highlighted challenges facing urban transport and key projects that were good examples to emulate. The aim in 2012 was to reflect briefly on past successes and ongoing challenges of implementing sustainable urban transport and development, and then to turn our attention to scaling up for the future. Particular attention was focused on finance from private sources, national government programs and international development agencies. Presentations are available online.

The Local Government Association recently launched a collection of essays looking at the role of councils in delivering housing growth. With contributions from developers, architects, planners, councils and the Minister of State Grant Shapps MP this publication showcases the positive approach councils across the country are taking to promoting appropriate growth in their area. The publication also makes the case for greater financial flexibilities which would enable councils to go even further.
Financial support for energy efficiency in buildings

The European Commission has recently launched a public consultation on financial support needed for the uptake of energy-efficiency improvements in buildings. The recast Energy Performance of Buildings Directive (EPBD) requires member states, amongst others, to provide for appropriate financing and other instruments to incentivise large-scale energy-efficiency refurbishments and the transition to nearly zero-energy buildings.

This paper represents a scoping exercise among some of RICS’ key stakeholders through a number of global discussion forums. Between late 2011 and early 2012 RICS convened a number of roundtable discussions in a selection of cities in which it operates. Participants at each city discussion included a combination of senior management of major corporate occupiers (e.g. Directors of Property, Heads of Real Estate), service providers (often RICS members) from real estate firms and other property professionals. The participants based their discussions on the same set of topics, which included: why they chose to locate in that specific city/city-region; their city’s relationship with the rest of the country and region; whether there were any real market constraints to locating in the city; existing or emerging best practice in the way that real estate service providers were working with occupiers in that location. Each city page in this report includes a set of economic and demographic data to provide a wider context to the anecdotal evidence.
