Four times as many households and businesses in England could be at risk of flooding in the next twenty years if further steps are not taken to prepare for climate change, according to a new report prepared by the Adaptation Sub-Committee (ASC) of the Committee on Climate Change. While finding some positive signs of progress, the report proposes increased expenditure on flood defences and more careful planning of new housing in the floodplains.

Published by the World Bank and the Global Facility for Disaster Risk and Recovery, this new guide warns that urban flooding is “becoming more dangerous and more costly to manage because of the sheer size of the population exposed within urban settlements.” This guide provides forward-looking operational assistance to policy makers and technical specialists in the rapidly expanding cities and towns of the developing world on how best to manage the risk of floods. It takes a strategic approach, in which appropriate risk management measures are assessed, selected and integrated in a process that both informs and involves the full range of stakeholders. The UK is under constant risk of floods. In order effectively to manage this risk it is important that knowledge and information about flooding and flood processes is exchanged between scientists involved in cutting-edge flood research, and decision makers responsible for the welfare of their communities. Supported by NERC, the Environment Agency and three county councils, Project FOSTER has successfully developed and evaluated communication tools to facilitate this knowledge exchange. Key stakeholders from the scientific and practitioner communities met at this event to focus on communicating and exchanging flood-related knowledge. Presentations are available online.
