This is the first digital edition of Research News by English Heritage. The aim of the e-magazine is to update readers with progress on a wide range of applied research projects being carried out to protect the conservation of England’s heritage to support the National Heritage Protection Plan. The Council on Tall Buildings and Urban Habitat has published a report which covers the experience of the three-day “Height and Heritage” conference, held in London on 11-13 June 2013, including panels, presentations, social networking events and technical tours. The report is prefaced by relevant contextual data and reportage on the state of skyscrapers in Europe. Included in the volume are two DVDs, containing copies of all presentation materials, as well as video highlights of presentations, social networking events and technical tours. Historic environment guidance for wave and tidal energy

This guidance from English Heritage is intended for wave and tidal energy developers; regulators; curators; environmental and engineering consultants; and archaeological contractors/consultants. It is intended to provide an introduction both to wave and tidal energy and to the historic environment, and to present guidance on specific issues where there is a common interest in achieving resolution. The guidance is intended to enable all parties to engage with the historic environment constructively; to help provide clarity in relation to planning; to avoid circumstances in which heritage assets become an unreasonable or unexpected constraint; and to create greater certainty for all concerned.
URBACT Project results

Nine thematic networks from the second URBACTcall for proposals have completed their programme of exchange and learning activities in 2013.This second issue of the URBACT publication presents the results and main recommendations of these networks which have been been working for three years looking for joint, effective and sustainable solutions to major urban challenges. Issues covered include: sustainable and affordable energy efficient housing; improving the attractiveness and quality of life in old historical centres; socio-economic methods for urban rehabilitation of deprived urban areas; and electric vehicles in urban Europe.
Managing cultural world heritage

UNESCO has published a guidance manual on the care of World Heritage cultural properties. The document sets out how to comply with the requirements of the World Heritage Convention and includes a set of practical appendices, for all those involved in heritage conservation and management, on how to put World Heritage philosophies and mechanisms into practice. UNESCO has also made its comprehensive database on the state of conservation of World Heritage properties publicly available. It can be searched using over 100 options giving easy access to exportable data in a number of ways, for example, geographically, chronologically or by nature of threat. Efficient Energy for EU Cultural Heritage (3ENCULT)

The refurbishment of existing buildings to very low energy demand is increasingly economically feasible. However, the main issue for historic buildings is how to balance building protection requirements with optimised energy efficiency. The 3ENCULT project has been researching and developing solutions for this, and has recently developed a series of guidelines for use by local authorities. The guidelines support local leaders who need to make informed decisions regarding what is possible in the planning phase and in choosing suitable technologies.
Skills assessment of local authority conservation staff

This report represents an initial mapping of the skills available to England’s local authority conservation services in delivering their statutory and non-statutory duties. The report, commissioned by English Heritage, is based on data collected and collated in 2013 by The Institute of Historic Building Conservation.
English Heritage New Model: Consultation

The Department for Culture, Media and Sport (DCMS) launched a consultation on proposed changes to how English Heritage delivers its services. It is proposed that a charitable arm will be established whose purpose will be the conservation and public enjoyment of the National Heritage Collection. It will undertake an ambitious programme of conservation of the collection and make a series of investments to improve the experience of visitors and members. There will be no changes to English Heritage’s current duties and responsibilities for championing, advising on and helping to conserve England’s wider historic environment. These will be delivered under the new name of ‘Historic England’. It will continue to provide impartial advice to central government, local authorities, other heritage organisations and private owners. It will continue to co-ordinate the National Heritage Protection Plan, to manage the Heritage at Risk register and to provide access to its expert research and extensive archives. Comments are requested by 7 February 2014.
