Heritage at Risk Register 2012

English Heritage published the 2012 Heritage at Risk Register. A total of 5,831 listed buildings, monuments, archaeological sites, landscapes, battlefields, protected wrecks, places of worship and conservation areas are now on the Register. Excluding listed places of worship (for which the survey is incomplete), 1,150 assets have been removed from the list for positive reasons since the Register was launched in 2008. The sites that remain at risk tend to be the more challenging ones where solutions are taking longer to implement.
Plans in Place: Taking a local approach to character in Lincoln

English Heritage and the City of Lincoln Council have launched two reports that together outline a local approach to capitalising on the inherited character of places. The documents are aimed at all people involved in place-shaping, including planners, developers, communities and third sector organisations. Plans in place summarises a series of heritage and characterisation evidence projects undertaken in partnership by English Heritage and the City of Lincoln Council between 1999 and 2011, and how this evidence is being used to ensure the City’s unique heritage and character is positively managed, particularly in the planning of new developments and the anticipated growth of the City as the sub region’s Principal Urban Area. It provides a series of toolkits in this respect. The second report, Historic Townscape Characterisation: The Lincoln Townscape Assessment: a case study, provides advice and guidance on how to undertake an historic townscape characterisation project.

Biennial conservation report on the government historic estate: The tenth report, covering the period 2009-11

This report has been produced by the English Heritage hosted Government Historic Estates Unit (GHEU). It provides information about twenty-six individual departments and agencies, which manage heritage assets as part of their estate, with an analysis of how they care for these assets. Four other bodies which receive public funding (the Royal Household, the Parliamentary Estates Directorate, Historic Royal Palaces and British Waterways) are also covered. The report is illustrated with examples of recent conservation projects and disposal cases. The annex lists 250 heritage assets (listed buildings, scheduled monuments and historic parks and gardens) which are at risk on the government estate.

The cities involved in LINKS project aim to replace their historical cities into a dynamic of residential attractiveness while preserving the architectural identity cultural heritage and historical values.

The Mayor of London has published Supplementary Planning Guidance to ensure a more consistent interpretation of setting and understanding of their importance in contributing to an appreciation of Outstanding Universal Value to help support consistency in decision making to conserve the World Heritage Sites’ Outstanding Universal Value, integrity, authenticity and significance.
Encouraging investment in heritage

In 2011, English Heritage commissioned research to improve understanding of policy changes that could encourage private developers to invest in historic buildings. This was for historic buildings overall, but with a particular focus on industrial heritage, in recognition that industrial buildings are often more likely to be at risk than other structures. The research, which was undertaken by the property consultancy Colliers International, explores the investment incentives for these buildings and the conditions that facilitate their successful reuse. It is based on information collected through a series of interviews with developers : both those with (and without) experience of historic buildings in general (and industrial heritage in particular), and planners and surveyors. An assessment of the investment performance of listed buildings was also undertaken. The research has been used by English Heritage to help develop its strategy for Heritage at Risk.

English Heritage has published a new document cites the latest evidence to show how our heritage can help the UK economy grow faster, specifically through tourism; can make a significant contribution to existing economic activity; and, just as important, that more than 80 per cent of listed building applications are granted, with more than 75 per cent of these dealt with within eight weeks.
