This year’s Heritage Counts report, prepared by English Heritage on behalf of the heritage sector, shows how individuals, private businesses, local groups and national heritage organisations are working with the public sector to provide a voice for local communities and to promote the understanding and care of our heritage, as well as securing the future of historic buildings and places themselves. Despite this success more help is needed to give communities greater influence and support them in looking after our heritage, an issue which is particularly important with the rise of localism and reductions in historic environment staff at local authorities. To assist them, English Heritage, on behalf of the Historic Environment Forum, has produced an online guide on how local groups can widen and strengthen community involvement in heritage issues.

This half-day workshop was held in order to clarify the implications of the National Planning Policy Framework for the historic environment and give guidance on how to prepare a response. Presentations are available online together with the response to the consultation from the Historic Towns Forum.

The 2011 edition of the International Urban Development Association (INTA) Summer Course was organised in partnership with OTA (Observatory of Tourism of the Azores) and was practical course to sharpen skills in tourism development issues. The event focused on the following topics: development, branding and marketing, ICT, hospitality, business and services, new applications for tourism, heritage and innovation and regional sustainable development.
Averting Crisis in Heritage: A CLA Report on Reforming a Crumbling System

The Country Land and Business Association has launched a new vision for England’s heritage system. The Association, whose members manage more than a quarter of heritage in England and Wales, launched its report with both criticism of the current “dysfunctional” system, and of official attempts at reform. The report argues that local authorities do not have the skilled conservation staff that the existing heritage system demands but the Government and English Heritage seem to be in denial about the extent of the problem. The CLA’s recommendations set out to increase, rather than reduce, heritage protection. They aim to create a heritage system which works with the resources available, focusing them where they are most effective, and improving heritage policy to make desirable change easier and undesirable change harder.

The city of Bath, which is a world heritage site, hopes to show preserving heritage and tackling climate change are not mutually exclusive and could be used in other cities. The guide is the final product of the Low Carbon Bath project, a collaboration between the Bath Preservation Trust and Bristol’s Centre for Sustainable Energy, funded by the government’s Department for Communities and Local Government. It aims to make Bath’s historic buildings more energy efficient.
