This report sets out key findings of the Oxfordshire Strategic Housing Market Assessment relating to the overall need for housing to 2031. It describes the approach and factors considered to identifying overall housing need. It starts by examining what level of housing would be needed on the basis of past population trends, and then considers the degree to which this needs to be adjusted to take account of the identified need for affordable housing, to improve housing affordability and to support committed economic growth in line with the approach Government expects councils to follow.

The cost of poor housing in London

This report summarises the results of a research project commissioned by BRE Trust to apply a methodology developed to calculate the cost of poor housing in England to the housing of London. Overall, the research found that there is proportionately slightly less poor housing in London than in the rest of England. This is predominantly due to the fact that the capital has a higher proportion of homes that are purpose-built flats which tend to be newer, more energy efficient and in better repair than other types of home across the country. However, housing conditions vary considerably both between and within boroughs, and there are parts of the city where conditions are significantly worse than the national and London average. Leading a public debate focused on homelessness in Warrington

The Warrington Homelessness Commission has set out a strategy to eradicate homelessness in the town by 2018, providing ten recommendations to implement this strategy. These include a single gateway approach, with all agencies involved working closely, a strategic review in the way homelessness services are commissioned, managed and delivered and identifying more effective methods of future commissioning and delivery of services. It also recommends a multi-agency group is developed to lead all homelessness work in the town and that a borough-wide strategy with a medium term, three to five-year, delivery plan is created.

Welfare reform and impact on tenants and landlords

The ‘spare room subsidy’ or ‘bedroom tax’ has left tenants struggling to cope and has failed to free up homes in many areas, according to research for the Joseph Rowntree Foundation. It also discovered that savings to the Department for Work and Pensions (DWP) will fall short in the policy’s first year. The findings come in two separate studies.  The first is on the Housing Benefit size criteria (often referred to as the ‘spare room subsidy’ or ‘bedroom tax’). The second looks at the impact wider welfare changes have had on social landlords and tenants.

Landlords are prematurely terminating assured shorthold tenancies at an ‘alarming’ rate and increasing homelessness in London, according to a report released by the London Assembly Housing Committee. The report also claims that the majority of landlords are becoming more reluctant to rent to residents who are entitled to housing benefits.

The roundtable provided an opportunity for the TCPA to engage its members and practitioners working in and around Greater London and hear their views on revisions to this important strategic planning document, and help inform TCPA’s response and involvement in the process.  The roundtable also introduced and highlighted the link to the Mayor’s Draft Housing Strategy and the funding prospectus which invites bids to increase the supply of much needed new homes in London. Support for housing costs in the reformed welfare system

The House of Commons Work and Pensions Committee has called for people living in significantly adapted homes to be exempt from the bedroom tax, under which benefit is reduced for social tenants deemed to have spare rooms. They also called for everyone on the higher rate mobility or care component of disability living allowance to be exempt. They also said affected households should be exempt if ‘there is no suitable, reasonable alternative’ home to move into.

It is based on analysis of disclosures in the financial statements of the top 60 not for profit registered providers of social housing (by income) in England. It is hoped that this social housing review will help providers tackle the reporting challenges ahead.
