Positive preparations: A review of housing targets and local plans

An analysis undertaken by consultants Nathaniel Lichfield and Partners suggests that local plans are taking about 40 per cent longer to get through the examination process since the government’s planning policy reforms were introduced, with evidence and upward pressure on housing targets being the key factor.

In the summer of 2012, Riverside, one of the leading registered providers of social housing in the UK, began a three-year longitudinal study tracking the lives and experiences of 20 tenants in three areas: Carlisle, Wirral and south London. The objective is to understand in detail how tenants, mainly on lower incomes, respond to financial change through a period of austerity and major welfare benefits reform. The study considers how their lives are affected, what drives the choices they make, what this implies for social landlords, and the wider implications for housing and welfare policy. The Supurbia project is a collaboration led by Ben Derbyshire, Managing Partner of HTA Design and Richard Blakeway, the Deputy Mayor for Housing, Land and Property at the GLA, working with members of HTA’s team and others.
