At Labour’s Annual Conference in September 2013 Ed Miliband announced his plans for a Labour Government to increase the supply of new homes in England above 200,000 a year by the end of the next Parliament. To ensure plans to achieve this ambition are in place on day one of a Labour Government, a commission chaired by Sir Michael Lyons has been asked to draw up a road map that will set out the changes to housing and planning policies and practice that are required to deliver the new homes and communities we need. This is the submission from the Chartered Institute of Housing. Other submissions can also be found here.

The return of large-scale development was a recurring theme, with the rise of the private rented sector, local authority land reviews and new urban design ideas among topics covered by the line-up of expert speakers. This report commissioned by the British Property Federation, found of the 61 per cent of new homes in London were bought by investors, 48 per cent were bought to let. The research also claims that overseas buyers accounted for 15 per cent of purchases in the capital in 2013, however this proportion is as much as 80 per cent in prime central London.
Making renting viable

This report from City law firm Addleshaw Goddard and the British Property Foundation argues that the government should help councils build homes for long-term private rent rather than engaging in “political flag-waving” over affordable housing and home ownership. The report adds that pension funds and other institutions should be encouraged to invest in the private rented sector.

Through ‘ticking the box for housing’, the Chartered Institute of Housing aims to influence debate in the run-up to the 2015 general election. The Institute will be challenging all political parties to put addressing the housing crisis at the centre of their manifestos. It will also be using the views and expertise of its members to come up with the solutions that will help create a housing system that works for everyone.

The incentives to support tenants’ move into work are now more prevalent than ever for housing providers and local authorities and a significant amount is being done by both. But with the introduction of welfare reform the housing sector’s income is becoming more vulnerable. As a result there is a growing appetite to explore and develop new ways of linking the housing and welfare to work sector. Housing providers are in a unique position for a number of reasons: they have a direct relationship with their tenants; can play a central role in the delivery of support; are in a strong position to co-ordinate a holistic approach to support tenants; and they have a strong interest (mission and financial) in reducing worklessness. However, the financial pressures on housing providers means there is often a barrier to investing in effective services for their tenants. This seminar aimed to provide housing providers and a wider network of interested partners with ideas and innovative ways of tackling worklessness and housing issues.
