Making an impact: A social return on investment study of Emmaus UK

Emmaus Communities are a group of social enterprises that provide a unique and  innovative solution to homelessness. Communities offer homeless and marginalised people companionship, a place to live and work, and an opportunity to integrate back into mainstream society. Emmaus Communities and the work they do are usually well known within their local area. However, the economic and social benefits they provide, not only to those who live in them but also to wider society, has not been extensively quantified. To investigate this, Emmaus engaged Just Economics to conduct a forecasted Social Return on Investment (SROI) analysis. Social Return on Investment is a form of cost benefit analysis that measures and quantifies the value of social, environmental and economic outcomes that result from an intervention.

Homeless bound? Homelessness in London, the South East and East of England

This new report from the National Housing Federation has used research with local authorities, housing associations and central government data to build a picture of homelessness in London, the South East and East of England. It found that the number of people forced to stay in temporary continues to rise, with rough sleeping in England  jumping by nearly a quarter (23%), according to a new report from the National Housing Federation. It found that a ‘perfect storm’ of rising rents, insecure private tenancies and a lack of affordable housing has led to a sharp increase in homelessness.

The Homelessness (Suitability of Accommodation) (England) Order 2012 sets out those circumstances in which accommodation used for the private rented sector offer to end the main homelessness duty is not to be regarded as suitable. It strengthens the requirements in relation to location and suitability when local authorities secure accommodation for the use of households owed duties under the homelessness legislation. This final stage Impact Assessment considers the potential impacts of the Order, looking at the costs and benefits to homeless households, landlords, local authorities and Government.

Neighbourhood Plan to decide on housing sites

According to a news item from consultants Kirkwells, dated 6 November 2012, the Inspector’s report in to the South Oxfordshire Core Strategy has recommended deleting a strategic land allocation and devolving all housing allocations to the Thame Neighbourhood Plan. Kirkwells believes this to be a landmark case for the relationship between Neighbourhood and Local Plans in future.

London’s population is growing and the capital needs to build around 36,000 new homes a year just to keep pace with the number of new households. This NLA exhibition looks at how well the capital is keeping up with its targets, who is delivering new homes, the funding and policy context, exemplar projects, and new and imaginative ideas for designing and delivering new homes for London.  The exhibition, running from 31 October – 21 December 2012, takes place at NLA’s galleries at The Building Centre in WC1 and is accompanied by a publication, conference and talks, addressing the issues affecting the design and delivery of London’s homes.

Writing an effective tenancy strategy

The Localism Act requires councils, by 15 January 2013, to adopt a tenancy strategy, to which local social housing providers must have regard. The practice note sets out some advice on the sort of questions to ask and options to consider in developing a tenancy strategy. It also considers how tenancy strategies relate to other housing reforms, and the wider picture of shaping the housing landscape.

This practice note considers the importance of the private rented sector to councils, and sets out how you can get to grip with your local market. It can also elect members to use their leadership role in shaping and improving the private rented sector.
