Housing price and investment dynamics in Finland

This paper from the OECD uses a small econometric model to assess the role of fundamentals in housing price and investment developments in Finland. The paper describes institutional characteristics of the Finnish housing market that bear on house price volatility and supply responsiveness. These relate to the structure of tenures, housing taxation and subsidies, social housing, financing, land-use planning, and competition in the construction industry.

Housing options and solutions for young people in 2020

The Joseph Rowntree Foundation has published a report which aims to inform the development of housing policy and practice by identifying the key challenges likely to face young people who will be aged 18–30 in 2020. It claims that a ‘three-tier’ system of people racing to find private rented accommodation will be created: those at the top able to pay, the ‘squeezed middle’ and 400,000 at the bottom who could well miss out on finding accommodation altogether.

The Regulation Committee at the Homes and Communities Agency has published its Sector Risk Profile. The document covers high profile issues that the housing sector faces including the impact of risks on providers’ business models, including how they drive value for money; the availability of finance and associated development risk; and the overall effect of varied risks on financial viability. It aims to present them in a way to encourage providers to think about the interdependences between risks, which will affect all providers in different combinations.

This report, published by the University of Cambridge for housing association Thames Valley Housing, argues that shared ownership is a long term-tenure for the majority of households involved. Drawing on a survey of housing associations, focus groups with shared owners and interviews with mortgage lenders and other stakeholders, this report examines the functioning of the second-hand market for shared ownership homes in England. The research also examines the practice of ‘staircasing’, whereby a shared owner may purchase additional shares of their home.

The first part of this report looks back at tenure change between 1993/94 and 2009/10, using the Government’s Survey of English Housing and its successor the English Housing Survey. This historical look breaks the data down by tenure, region, household type and income. The second part projects trends forward to 2025, and it explores how tenure structures may develop under different economic scenarios. It reports on the core findings based on two scenarios, a continuing weak economy and a cautiously slow economic expansion from the current low base.

This research analyses the growth of Housing Benefit claimants numbers in Great Britain in 2010 and 2011. Particular attention is paid to the rapid growth in the number of in-work Housing Benefit claimants. The research also provides a brief review of the factors that could be leading to a change in the financial position of these households which means that they are claiming Housing Benefit to help cover their housing costs.

Revised guidance on the selling of vacant social housing homes has been published by the Homes and Communities Agency. It provides guidance on the revised procedures for gaining the Regulator’s consent to the disposal of social housing and other land, and introduces changes to the process by which the Regulator will approve programmes of disposals.
