UK Residential Land and Planning 2012

Developers are reporting that the availability of debt for land purchase and development has deteriorated rapidly in recent months, with implications for housing delivery, according to the latest survey from Jones Lang Lasalle.  The industry does not anticipate significantly increasing delivery in response to planning reforms, but has higher hopes for the government’s NewBuy Guarantee scheme. The report aims to provide some clarity for developers, funders and planners.

The recently published Today’s attitudes to low and zero carbon homes: views of occupiers, house builders and housing associations (NF40) highlighted the need for low and zero carbon (LZC) technologies that are reliable, perform to expectations and are capable of being used by home occupiers to achieve their design potential. To provide further guidance on these issues, this report investigates LZC technologies currently being used and likely to become dominant in the market. Through in-depth interviews with homeowners, carried out by the School of Construction Management and Engineering at the University of Reading, this research reports on their day-to-day use and attitudes towards these technologies.

Homes for Wales: A White Paper for Better Lives and Communities

This White Paper sets out proposals from the Welsh Government for new legislation and other, non-legislative, action on housing in Wales. These include providing people with a home they can afford, helping people whose needs cannot be met by the markets, and providing additional help for vulnerable people and those who need support to live independently. The Welsh Government also plans to revise its guidance on using section 106 agreements to deliver affordable homes.

The changing effects on domestic energy expenditure from housing characteristics and the recent rapid energy price movements

The RICS has published a report which examines how dwelling types and lifestyles can affect energy expenditure. It reveals that those renting in the private sector pay on average £31 more every year than homeowners and £90 more than tenants living in social housing.  Those who own their own property are more likely to effectively insulate and modernise heating facilities than private landlords, and consequentially see a direct impact on their energy use and spend.  However, a lack of incentives for private landlords to insulate their rental properties and update heating equipment is thought to result in higher bills for their tenants.

The purpose of this data collection on local authority housing statistics is to provide statistical data to inform and monitor government strategies, policies and business objectives. The data collected through this form are used to respond to parliamentary questions, to inform policy development on housing issues or to evaluate the quality and value for money of public services and public bodies. The data are also used in other statistical products and by other Government Departments. Some of the data provided through this form is used for grant or funding purposes, e.g. data on new affordable housing is used in the Department’s National Statistics on supply of affordable housing and therefore to calculate the New Homes Bonus enhancement.

According to leading housing groups, including the National Housing Federation, Shelter and the Chartered Institute of Housing, government is failing to sufficiently tackle the housing crisis. Their report looks at the government’s performance against ten key housing indicators, first published in a previous report in October 2011. This new support suggests that the government is not delivering on five out of ten key housing indicators, namely, affordability of the private rented sector, help with housing costs, homelessness, housing supply and overcrowding.
