The National Housing Federation has published a guide which provides expert commentary on the Localism Act 2011, summarising in plain language the effect of the legislation and outlining the implications for housing associations. It also includesthe full text of the provisions in the Act that will have most impact on housing associations, including the whole of Part 6 (Planning) and Part 7 (Housing), plus the accompanying Schedules. The report can be purchased for £49.95 (£39.95 for NHF members).

Not enough is being done to reduce the extraordinarily high cost of housing in Britain, according to a new report from the Institute of Economic Affairs. The research looks at how housing costs in the UK have exploded in recent decades, while in many other countries the increase has been much lower and/or largely transitory. It adds that empirical evidence from around the world shows that planning restrictions are the key determinant of housing costs, and criticises the government’s new planning reforms for not doing enough to incentivise growth.

FutureFit is Affinity Sutton’s flagship project that aims to provide unique insights into how the Green Deal could work in the context of the 56,000 homes they own and manage, and more widely in the social housing sector. As part of the project, Affinity Sutton installed energy efficiency work packages in 102 of their properties with a view to understanding the practical issues and costs of energy efficient building retrofit. This report presents the findings of the technical and financial analysis that was undertaken to understand the potential to finance a stock-wide retrofit programme by capturing the revenue from energy savings, and how Affinity Sutton as a organisation can begin to mainstream low carbon activities to deliver significant CO2 reductions in its existing housing portfolio.

The regulatory framework for social housing in England from April 2012 will come into effect from 1 April 2012.  The revised framework implements the requirements of the Localism Act 2011 and the Secretary of State’s directions. It has been approved by the Tenant Services Authority (TSA) Board following the completion of a statutory consultation.

Decent Homes Impact Study: The effects of secure, warm, modern homes in Nottingham

For the first time research has focused on the wider social, economic and environmental benefits of Decent Homes. Previous studies have focused on the individual benefits of the scheme, such as tackling crime or health issues. The study is the first to look holistically at the overall impact of the scheme, known as Secure Warm Modern in Nottingham, on tenants and communities. It covers the impact on crime and security, health and well being, the environment and fuel poverty, and on the local economy and employment.
