Processes and cultures in the housebuilding industry and its supply chain will have to become more robust if they are to deliver zero carbon homes in 2016, according to a report from the Joseph Rowntree Foundation. Research carried out by the foundation shows that design and thermal calculations, and specification, installation and commissioning of mechanical ventilation and other services are among the areas that need to improve.

The National Tenant Organisations has launched government-backed guidance for tenants who wish to set up groups to represent other residents. The guide includes: information for tenants and landlords on Tenant Panel options; real examples of existing and new Tenant Panels; common principles behind Tenant Panels; resources on how to set Tenant Panels up and run them successfully; some ideas on how to tackle common problems that face Tenant Panels; and a message of support from the Minister for Housing & Local Government.

Get Britain Building

A £420m fund to Get Britain Building was announced on 21 November 2011 by the Prime Minister and Deputy Prime Minister as part of the Government’s Housing Strategy for England. The programme aims to unlock stalled sites with planning permission to support construction activity and restart work on sites delivering more than 15,000 new homes.  It is intended to address difficulties in accessing development finance faced by some housebuilders and to help bring forward marginal sites by sharing risk. The fund was increased by a further £150m to £570m on 19 March 2012. With the additional investment, the Homes and Communities Agency has now shortlisted 224 schemes that will be invited to take part in a thorough due diligence process. These schemes underwent an initial assessment by the HCA, looking at value for money, deliverability and fit with local priorities. Low and zero carbon homes: understanding the performance challenge

There appears to be a growing body of research evidence that new housing is failing to deliver the anticipated levels of CO2 emissions. But there is relatively little understanding within the wider industry of what might be causing this. It seems that somewhere between a home’s design and its occupation, a gap can develop between the expected and the actual energy consumption. With interest in the performance gap  growing within both industry and government, this report considers the evidence for the gap, what factors might be contributing to it and how their effect could be mitigated. NewBuy: Mortgage indemnity scheme for new build homes

The NewBuy scheme assists buyers who have a deposit of at least 5 per cent to buy a new build home. This is a smaller deposit than is normally required. The scheme will allow more borrowers to secure up to a 95 per cent Loan to Value mortgage on new build properties (houses and flats) from participating builders in England.

Building on the success of the 2011 event, the 2012 Conference attracted a strong line up of speakers from across the housing sector, energy and finance, with encouraging levels of support from sponsors, exhibitors and delegates. The theme of the 2012 Conference was ‘Progress towards 2016’ and the agenda was structured to shed light not only on the valuable progress that has been made, but also, crucially, what we need to do now to maintain momentum in the remaining years up to 2016. Key sessions of the day included a consideration of higher level policy on zero carbon homes by Stewart Baseley, HBF, and Mark Clare, Barratt Developments.  Further sessions covered the link between policy and delivery, consumer focus and practical delivery, each drawing on insights from professionals involved in housing policy and the planning, design and construction of homes.
