The Social Housing Equality Framework (SHEF) is one of three frameworks to have been developed by the Local Government Group within the Local Government Association. The SHEF was originally developed in 2009 for arms’ length management organisations (ALMOs) in response to the difficulties they faced in assessing their performance against the Equality Framework for Local Government. The revised SHEF has been developed for all social housing providers. This includes not only ALMOs but local authority housing departments, housing associations and private landlords who have become social housing providers. With contributions from developers, architects, planners, councils and the Minister of State Grant Shapps MP this publication showcases the positive approach councils across the country are taking to promoting appropriate growth in their area. The publication also makes the case for greater financial flexibilities which would enable councils to go even further.

This guide sets out the key information for local authorities about how the new changes to the Right to Buy policy will affect them. The Department has also published the Impact Assessment for the Reinvigorating Right to Buy and One for One Replacement consultation published on 22 December 2011 and closed on 2 February 2012. The consultation set out the Department’s proposals on how to achieve the Government’s commitment to ensure that the receipts on every additional home sold under the Right to Buy are used to fund replacement, on a one for one basis, with a new home for Affordable Rent. Welfare Reform Act 2012

The National Housing Federation has published details of the key issues contained in the Welfare Report Act which received Royal Assent on 8th March 2012. The Act introduces a new Universal Credit which will replace most existing benefits and limits the total amount of benefit a person can claim. It also introduces a new size criteria or ‘bedroom tax’ in the social rented sector. The welfare reforms impact on the way tenants receive benefit, in many cases, removing the option of having benefits paid direct to landlords.

Following the abolition of the subsidy system this April, there will be a complete shift in the accountability of financial decisions from central government to local authorities. The New Local Government Network has published a report that reveals London’s boroughs could build a new generation of council houses, avoid disrupting the lives of poorer citizens and save money for the Exchequer in the process. This could allow them to build 9500 new homes for London and save £56m in the process.
