High Speed 2 (HS2): Regional economic impacts

HS2 could deliver annual £15billion boost to the economy, according to KPMG analysis on the economic impact of the project. Measuring the impact of HS2 on the economy in terms of productivity, and hence GDP, the analysis suggests that the regions, and not London, as some have suggested will be the biggest winners from the project. The report, commissioned by HS2 Ltd, the company developing the new high speed link, gives a breakdown of the economic benefits for each HS2 city region.

The Armitt Review: An independent review of long term infrastructure planning commissioned for Labour’s Policy Review

In October 2012 the Labour Party commissioned Sir John Armitt, the former Chairman of the Olympic Delivery Authority, to undertake an independent Review of long term infrastructure planning in the UK, looking at: whether a new institutional structure can be established that better enables the long term decision making necessary for strategic infrastructure planning; and how political consensus can be forged around these decisions. Following a call for evidence, followed by a period of detailed consultation with a range of individuals and organisations experienced in the promotion, funding and delivery of UK infrastructure, Sir John has published his final report.

This  report and a related database have been released by the International Transport Forum at the OECD. The 2013 edition of the Forum’s annual statistics update presents aggregate trends in inland transport infrastructure investment and maintenance since 1995 and provides data on road, rail, inland waterway, sea port and airport spending for the International Transport Forum member countries for the period 1995-2011.

The Asian Development Bank (ADB) has released a guidance publication, titled ‘Increasing Climate Resilience of Urban Water Infrastructure,’ based on a case study from Wuhan City, China. The guidance focuses on answering questions faced by city planners and managers: what changes might be caused by climate change?; how will these affect services and utilities?; and what can we do now to prepare for them?  The guidance is divided into two sections, the first focuses on an approach to increasing climate resilience of urban water infrastructure, the second outlines short-term investment opportunities.

This Corporate Plan is focused on the remaining years of the spending review (2013-2015). The Homes and Communities Agency’s activity in future years will depend in part of decisions made as part of the 2015/16 Spending Round, including the response to the Heseltine review and the introduction of the single local growth fund from 2015. For this reason, the outcome of these and their implications to the HCA will be covered in next year’s Corporate Plan or, if appropriate, through an addendum to this plan published later in the year.
