At its 4th Plenary Assembly, the reFINE initiative, fostered by the European Construction Technology Platform (ECTP), reinforced the need for developing a global approach on R&D for Innovation in the field of transport infrastructures. The Assembly gave a global overview on visions, targets, impacts and research and development innovation needs in that field. Presentations are available online.

Metrology challenges for infrastructure

Measurement Network has interviewed a range of players in the infrastructure sector to understand where there are challenges and opportunities presented by improvements in metrology (the application and science of measurement). Four high impact applications (building; assessment of corrosion of reinforcing rods in concrete; discovery of underground services; and defence of critical infrastructure) have been explored in depth and the underlying common themes summarised. The key messages are that there are opportunities for improvement of existing infrastructure, and better design of future infrastructure, but that often there is a need for metrology action in terms of identification of signatures of the state of the system and the implementation of convenient and common processes, frameworks and standards for the whole supply and value chain to use. The benefits to the UK economy could be many hundreds of millions of pounds.

Unlocking garden cities

Securing funding for infrastructure to enable large-scale housing schemes such as new garden cities is more of a block on the development process than the planning system, according to research published by property consultancy GVA. GVA has identified 40 sites that could deliver up to 250,000 new homes in the South of England in support of the government’s garden cities and suburbs agenda.

The performance of road transport infrastructure and its links to policies

Despite the economic importance of the road transport sector, there is no systematic cross-country evidence on the sector’s efficiency. This paper develops a conceptual framework for analysing the social efficiency of the road transport sector, including non-market inputs, such as travel time, and negative outputs, such as accidents and emissions. This framework is then used to analyse efficiency in 32 OECD countries.

The Government has published for consultation a set of guidelines and tools to support public and private sector infrastructure providers’ capability to improve the delivery of large scale projects and programmes. Developed by Infrastructure UK in collaboration with industry and academics from the University of Leeds, it provides a valuable guide for infrastructure clients. It provides for the first time a coherent approach to assessing and building an effective delivery environment, combining best practice tools and case study examples such as Crossrail. State of the Nation: Transport

Every year the Institution of Civil Engineers (ICE) publishes a State of the Nation report in order to stimulate debate and to highlight the actions that needed to improve the state of the nation´s infrastructure. The 2013 report will will look at the state of the UK’s transport infrastructure, to inform government policy and decisions through this electoral cycle and beyond. ICE has begun its formal State of the Nation evidence gathering with an open ‘Call for Evidence’ from 9th January to 13th February 2013, to hear from its members and from external organisations and experts. The Institution is asking a range of questions exploring the context, strategy, funding, management and lessons to be learnt for transport. The evidence will help inform ICE’s position and it will be followed up with interviews, workshops and further research as appropriate, with the aim to publish the findings in late June 2013.

Planning for economic infrastructure

The National Audit Office has published a report which highlights five key risks to the value for money of projects included in the government’s national infrastructure plan. The government expects £310 billion to be spent by 2015 and beyond on new infrastructure projects in sectors such as energy, rail, roads, water, waste, flood defences and digital communications. Such large-scale infrastructure projects pose significant challenges. With limited funds available, the government is looking to private companies to wholly own and finance around 64 per cent of the £310 billion, with the burden of funding likely to shift towards the public as consumers rather than taxpayers.
