Sustainable and inclusive urbanization in Asia Pacific

The UN Development Programme (UNDP) has released a Strategy Paper outlining potential activities and points of entry for UNDP to support governments and local communities in achieving inclusive, resilient and sustainable cities. The strategy paper notes that the scale and pace of urbanization in the region has caught many governments and communities unprepared, as demand for land, shelter, energy supplies and social and environmental services has outstripped supply. It recommends that UNDP encourage cross-sectoral implementation through focusing on: urban governance and empowerment, especially in secondary cities and peri-urban areas; poverty and vulnerability; environmental sustainability, energy efficiency and climate resilience; and disaster risk reduction.

Making growth green and inclusive: The case of Cambodia

Developing countries have collectively displayed relatively high growth rates in the last decade. Although large disparities still persist in standards of living, low and middle income countries averaged economic growth of 6.2% between 2000 and 2008. Global growth has been accompanied by environmental degradation and in some cases there are growing numbers of people still living in poverty. Key questions for development planning today in countries include: Can developing countries strike a balance between economic growth, societal well-being and environmental protection? Can inclusive, green growth be a way forward? This report presents a case study on Cambodia designed to answer these questions. The case study draws on several sources of information to compile a “snapshot” of the situation today. In particular, qualitative information was gathered through a two-day, multi-stakeholder workshop and through bilateral interviews conducted with relevant actors from both public and private sectors. It also draws on relevant literature to present a balanced picture of the state of play on green growth in Cambodia.

A solutions landscape for Yixing, China

As part of its Urban Infrastructure Initiative, the World Business Council for Sustainable Development (WBCSD) has released its latest report on Yixing, a city of 1.25 million inhabitants which was selected as the pilot city for China.  The Urban Infrastructure Initiative was launched by the WBCSD in 2010 to provide an interdisciplinary team of experts from industry who would work with city officials to assist with infrastructure development in the city. The report outlines wide-ranging solutions, covering energy and transport, integrated under an overall approach to urban planning in the city. Two issues were singled out for immediate action on sustainable urban planning: rational land use and appropriate urban structure; and protected ecological and cultural assets through compact mixed-use urban design and green infrastructure.

Cities Today is the leading magazine on sustainable development of cities. PFD launched the magazine as United Cities in 2010 at the Third UCLG World Congress of Mayors and Local Governments in Mexico City and at the Mayors’ World Summit on Climate. Having worked on publications focusing on urban development for the World Bank, UN-HABITAT, the Inter-American Development Bank and the Asian Development Bank, PFD’s editorial team saw the opportunity to launch the first global publication dedicated to city leaders. Bringing together the experience of the multilateral sector with that of the private sector and the local governments themselves, the magazine focuses on the challenges and solutions for city leaders and local governments. Analysis, case studies and features cover transport, energy, construction, public safety, infrastructure, planning, finance, and the use of Information and Communication Technology in urban development and management. The magazine was rebranded as Cities Today in 2012 to reflect that the magazine was being produced with a new and diverse editorial board that includes not only members of UCLG but also all of the key intergovernmental agencies and city associations active in urban development.

Mainstreaming climate change resilience into development planning in Kenya

Between November 2011 and October 2012, government staff from diverse backgrounds came together at a course facilitated by the International Institute for Environment and Development (IIED) at the International Centre for Climate Change and Development (ICCCAD) with support from CDKN to share and reflect on their countries’ experience and needs around integrating climate change into development planning. Based on these discussions, they identified three building blocks for successful mainstreaming: an enabling environment, policies and planning, and projects and programmes. This paper, authored by Vincent Mutie Nzau, reflects Kenya’s experience against this building blocks framework.

This study, made possible with support from the Climate and Development Knowledge Network (CDKN) and the Energy and Environment Partnership with Central America (EEP), assesses the status of renewable energy technologies in Central America and analyzes the conditions for their advancement in the future. It identifies important knowledge and information gaps, evaluates key finance and policy barriers, and makes suggestions for how to overcome both in a number of high-impact areas. The study scopes the improvements needed to facilitate the transition to a sustainable energy system and establishes the necessary methodology and groundwork for comprehensive regional and national energy strategies.
