In response to the government’s agenda on localism in neighbourhoods, the Homes and Communities Agency (HCA)has revised its previous strategy on community engagement and now has an enabling framework for community engagement along with a community engagement toolkit to provide its staff, partners and other interested parties a practical guide to work with. The enabling framework sets out actions the HCA will take in identifying opportunities for engagement and in supporting community led solutions to housing and economic growth through our integrated investment, land and enabling role.

Community-led development guidance

The Localism Act introduces a new Community Right to Build, giving communities a new way to deliver the development they want. This forms an important strand of the Housing Strategy, and to this end the Homes and Communities Agency has published guidance for community groups interested in accessing Affordable Homes Programme (AHP) funding.

The Localism Bill has now received Royal Assent. Provisions of the Act include issues relating to town and country planning; the Community Infrastructure Levy and the authorisation of nationally significant infrastructure projects; provision about social and other housing; and regeneration in London.

As the Localism Bill makes its final passage through Parliament, the RIBA has published two new guides for architects, outlining how the role of the architect can change under the new approach to planning and highlighting the crucial role that they have to play in helping communities understand the potential of their local built environment and prepare neighbourhood plans.
Guide to localism – Part 1: Neighbourhood planning
The first guide introduces the proposed changes to the planning system and outlines how this will affect architects, before highlighting how architects can use their design skills to get involved in the development of neighbourhood plans.
Guide to localism – Part 2: Getting community engagement right
The second guide shows how architects can enable local communities to participate fully in shaping the way their local area looks and feels, highlighting key principles of successful, meaningful engagement.

Developers are unconvinced of the benefits of the Localism Bill, according to law firm Berwin Leighton Paisner. A survey of 100 of BLP’s real estate developer clients found that just 9% understand the benefits of the localism agenda. The survey also found that 93% of developers remain unconvinced that localism will make planning decisions more predictable, despite this being a clear government objective. Against a backdrop of continuing debate about the National Planning Policy Framework, the report highlights the need for further clarity from the government on claims of how localism can improve the planning process.
