Localism at risk: Is the NPPF delivering planning for people?

This report from the Local Government Information Unit (LGiU), in association with the National Trust, considers whether the National Planning Policy Framework is delivering planning solutions that reflect the needs and concerns of local communities. The LGiU surveyed senior local government politicians and officials in 94 Local Planning Authorities and found that 60 per cent of respondents disagree or strongly disagree that the introduction of the National Planning Policy Framework (NPPF) has had a positive impact on their ability to deliver a Local Plan that reflects local needs and priorities. Respondents expressed concern that the Planning Inspectorate, through the examination process, is prioritising development over the views of local people. The research found that housing land availability was the most common reason for Local Plans being rejected. In contrast, the research found that communities are most concerned about protection of the natural environment.

Localism in London

Michael Ward, a researcher, writer and consultant who works on public policy, spoke on the issue of localism in London at the London School of Economics on 18 March 2013. He outlined progress on neighbourhood planning, parish councils, and community rights in London, but argued that localism was neither the most interesting nor the most important thing that was happening in London government.

The report has examined major housing planning applications and reports from 20 local plan examinations.

A right to build: Local homes for local people

The Policy Exchange has published a report which  argues that councils that fail to hit their own housing targets should have to release land to local people who want to design their own homes. The government could use this self-build model to ensure that councils hit their housebuilding targets, doubling the amount of new homes to over 200,000 by 2014 and giving the construction sector a much needed shot in the arm.

The government has awarded a contract to Locality in partnership with the Royal Town Planning Institute, Planning Aid England and partners to deliver a new £9.5 million, 2-year programme to support communities to progress their neighbourhood development plans and neighbourhood development orders. In St Albans the community, with a steering group supported by about 18 diverse organisations including the council, Chamber of Commerce, retailers, The Abbey and local civic society with the help of The Prince’s Foundation for Building Community are aiming to address design quality locally proactively.
