This research, Presented as part of the requirement for an award in Community Engagement and Governance at the University of Gloucestershire,seeks to inform and guide Local Councils (LCs) in relation to formulating NDPs through the experience of NDP Front Runners who were granted £20,000 each as part of a vanguard bidding process to the Department of Communities and Local Government commencing in the spring of 2011.

This qualitative study explored the relevance of the Big Society for housing policy in Scotland, through a focus on community-controlled housing associations and their potential to act as community anchor organisations. The author suggests there is much the rest of the UK can learn from this experience.

The National Housing Federation has published a guide which provides expert commentary on the Localism Act 2011, summarising in plain language the effect of the legislation and outlining the implications for housing associations. It also includesthe full text of the provisions in the Act that will have most impact on housing associations, including the whole of Part 6 (Planning) and Part 7 (Housing), plus the accompanying Schedules. The report can be purchased for £49.95 (£39.95 for NHF members).

A new report from the Joseph Rowntree Foundation (JRF) shows how neighbourhoods are the key focus for the Coalition’s Localism policies to devolve control over services, assets and decision-making to citizens, and to create a ‘Big Society’. The report argues that while neighbourhood working can help to make devolution, active citizenship and partnership working happen, this can be vulnerable to austerity measures in many local authorities. This report offers lessons for local authorities, neighbourhood practitioners, and communities, drawing on direct experience from practitioners in Bradford, and many other places.

This guide, published by the Localism Network, is described as not being the usual sort of guide because it is not about how to ‘do’ a Neighbourhood Plan or ‘do’ a Design Statement. This guide tackles the crucial earlier stage. It is about how communities, authorities and others can make the most appropriate choice of approach rather than feeling they must commit to a formal Neighbourhood Plan because that is seen to be the only way to proceed – which is the only message almost everybody is now getting. In many situations the Network has found that a full NDP is not just resource-intensive but also inappropriate. The guide includes and often recommends other more established and well-proven (and less onerous) approaches.
