Housing in London is the evidence base for the Mayor’s London Housing Strategy. The Mayor formally adopted his London Housing Strategy in February 2010 and in December 2011 he consulted on proposals for a new Strategy. Housing in London is divided into two sections, reflecting the thematic chapters of the public consultation draft of the new London Housing Strategy: covering demographic pressures, housing affordability, the wider housing market, mobility, housing need, housing supply, empty homes, the private rented sector, decent homes, accessible housing, energy efficiency and fuel poverty.

This is intended to fill the gap left by the Government’s revocation of the former Government Office for London Circular 1/2008 by pulling together information about the Mayor’s role in the London Planning system. Meeting Londoners’ housing needs: Investing in housing infrastructure

Up to 54,000 new homes in the capital could begin construction almost immediately if the government lifts an artificial cap on local housing authority borrowing, according to a new report by London Councils, the organisation which represents the capital’s 33 local authorities. It calls on the government to support an amendment (New Clause 10) to the Growth and Infrastructure Bill, which is currently making its way through parliament. At present, an artificial cap on borrowing mean that local authorities are not able to borrow against the full value of their housing assets to finance new homes.

The property consultancy H2SO has been charting the long-term trend for office-to-residential conversion in London’s West End. The survey found that planning applications for converting offices to residential in London’s West End increased by 53% in 2011. The trend for conversions has been gaining pace during the last decade, but now, owing to the rocketing values of prime London residential, is also encompassing relatively modern office blocks.

London Mayor Boris Johnson has published draft guidance on the use of planning obligations to fund Crossrail and on the application of the Mayoral Community Infrastructure Levy (CIL) to developments within London Boroughs.The advice, in the form of draft supplementary guidance, amends the calculation for contributions on the basis of gross internal area rather than gross external area. The document has been published as a supporting document to the London Plan’s policies on Crossrail funding and planning obligations. The guidance provides that when councils assess whether to seek contributions to the construction cost of Crossrail through section 106 agreements, they should be able to demonstrate a direct relationship between the development and the need for Crossrail. The guidance makes it clear that retail, hotel and office developments in central London and the northern part of the Isle of Dogs should be required to contribute if they involve a net increase in office floor space of more than 500 sq m.
