Islington Local Development Framework: Consultation

Islington Council is consulting, with comments requested by 22 June 2012, on further major and minor changes to the following documents:

Site Allocations: this sets out policies and proposals for sites across the borough where new housing, work places, community facilities and open space could be created.

Development Management Policies: this contains detailed policies for making decisions on planning applications across the borough.

Finsbury Local Plan (Area Action Plan for Bunhill and Clerkenwell): this is a 15 year plan to manage future population and economic growth in this part of the borough.

Islington Council is also consulting on three important Supplementary Planning Documents (SPDs), with comments requested by 11 June 2012. They are:

Affordable Housing – Small Sites Contributions SPD: provides information about the requirements for financial contributions from minor residential planning applications (below 10 units) towards the provision of affordable housing in Islington.

Streetbook SPD: sets out standards for the design of and other works to the public realm applied through the planning process.  This includes general guidance on the principles and process of design development as well as specific requirements for street furniture, planting, trees, public art, the surface treatment and sub-surface construction of footpaths, footways and carriageways.

Environmental Design SPD: provides detailed guidance on key sustainable design topics including minimising energy use and carbon emissions; sustainable building standards; minimising water consumption; enhancing biodiversity; climate change adaptation; sustainable materials; and operational sustainability.

Tourism in London

This paper published by the Greater London Authority, seeks to present an overview of the tourism economy in the capital and to draw attention to some of the emergent trends evident in data from recent years. Chapter 1 examines who visits London and for what reason. Chapter 2 puts the existing data and evident trends in the context of likely patterns of global economic growth between now and 2050 including an examination of the income elasticity of London’s main inbound tourism markets. Chapter 3 draws attention to the important distinction between those visiting on holiday, those on business and those staying with friends or relatives. Chapter 4 examines the mode of arrival for international visitors. Chapter 5 moves on to the domestic tourism market. Chapter 6 looks at current estimates of the importance of day visitors to London. Chapter 7 draws together some conclusions.

Affordable capital? Housing in London

This report forms part of a major Institute for Public Policy Research (IPPR) research series exploring the key challenges and opportunities for housing in England over the coming decade. The present report focuses on housing in London and specifically explores how we might address the imbalances which exist in both the purchase and rental housing markets in the capital in the immediate future as well as the longer term. The study also explores why, when it comes to housing, London is unique, and seeks to identify and address key issues of affordability of housing in the wake of the London mayoral election 2012.

Vauxhall Nine Elms Battersea Opportunity Area Planning Framework

The Mayor of London has adopted a planning framework for the Vauxhall / Nine Elms / Battersea Opportunity Area as Supplementary Planning Guidance to the London Plan. The framework sets out an ambition for around 16,000 new homes and a range of 20,000- 25,0000 jobs.  It contains proposals for an extension to the Northern Line from Kennington to Battersea via Nine Elms; a new linear park connecting Vauxhall to Battersea Power Station; a tall buildings strategy which supports an emerging cluster at Vauxhall within the parameters of the London Views Management Framework; and the creation of a Combined Cooling and Heat Power network. Additionally, a Development Infrastructure Funding study has been undertaken which informed the development of a Section 106 tariff to fund the full range of infrastructure required to support new development.

Applying the Community Infrastructure Levy Manual and Case Study (Draft Version)

The London Borough of Redbridge developed a manual which sets out all the main elements of introducing and implementing a Community Infrastructure Levy (CIL). Redbridge was one of the first in the country to adopt and introduce their charging schedule. As a London borough they will also have to implement the Mayoral CIL on the 1st April 2012. They have offered their handbook to the Planning Advisory Service which aims to update it with tools and further case studies from other charging authorities as experience of CIL spreads.

The Royal Borough of Kensington and Chelsea (RBKC) and the London Borough of Hammersmith and Fulham (LBHF), in partnership with the Mayor of London (GLA) are currently finalising a planning framework to guide future development in the Earl’s Court and West Kensington Opportunity Area. This framework will supplement planning policies in the two boroughs’ Development Plans and in the London Plan and will be taken into account in deciding planning applications within the Opportunity Area.

Supply, demand and the value of green buildings

This paper investigates the dynamics behind the financial performance of London’s environmentally certified commercial building stock within the context of a changing supply and demand framework, measured by realised sales transactions and achieved rents over the 2000 to 2009 period. Addressing the economic fundamentals driving the value of “green” (i.e. supply and demand), this paper makes two contributions to the nascent literature on commercial building energy efficiency. Mainly, the authors investigate the role of the green building supply on market dynamics by assessing the impact of growing competition of environmentally certified real estate on “certified” and “non-certified” real estate prices.
