Modelling risk impacts on the variability between contract sum and final account

This report looks at the prediction of construction costs, and the difference that varies between the contract sum and final account. The report argues that the Bills of Quantities (BOQ) is not an accurate prediction of construction costs, and the difference varies between the contract sum and final account.A predictive model was developed for new build commercial projects using the ANN. The validation results from testing the developed model showed that the difference between the predicted variation and actual variation ranges from 0.2% and 6.5%. The developed model is potentially a practical useful tool to the professional quantity surveyor in providing a more accurate cost advice based on the notion of risk. It is also of practical relevance to the construction client who is interested in cost certainty and no surprises.

The Joint Contracts Tribunal has published the 2012 edition of the Tendering Practice Note 2012, a guidance document covering the selective tendering process, including single-stage, two-stage and competitive dialogue procedures, as well as the process of pre-qualification. The note is intended to reflect current best practice, and provide general guidance about developments in the use of quality criteria in the tender assessment, increased use of e-tendering and areas of impact of EU public procurement rules. Model forms covering the pre-selection and tender stages are included in the note. Price £12

HouseMark’s pay-for Repairs Value for Money toolkit contains over 60 cost and performance measures for responsive and void repairs. It is the basis for an annual benchmarking project that has attracted over thirty landlords and provides a valuable insight into the efficiency of the repairs service.

National Building Specification (NBS) has recognized the importance of teaching specification writing and other skills to students of architecture, surveying, and construction trades. This site takes students through the theory of producing contract documentation and recommends best practice. It also provides teaching resources for lecturers, in the form of down-loadable presentations, which can be adapted for use in the relevant course. BS Educator includes RIBA CPD Assessed Materials covering: briefs; contract documentation; schedules of work; and specification. The site also provides reading lists and links to relevant information sources on the preparation of: heath and safety plans; conditions of contract; production drawings; and bills of quantities. In addition there is list of acronyms and their meanings, together with useful links.
RICS launches New Rules of Measurement and construction standards ‘Black Book’

RICS has published its quantity surveying and construction standards (the Black Book) and New Rules of Measurement (NRM). Described as one of the most significant launches by RICS in the past 30 years, the standards provide the tools for the construction industry to work collaboratively, efficiently and consistently. The guidance includes an updated version of New Rules of Management (NRM) 1: Order of Cost Estimating and Cost Planning for Capital Building Works and the new NRM 2: Detailed Measurement for Building Works alongside two new guidance notes looking at conflict avoidance and dispute resolution and retention, which will form part of the RICS construction standards (the Black Book).
