The London Assembly’s Economy, Culture and Sport Committee has reviewed the legacy plans for the Aquatics Centre, Handball Arena, Velopark and Eton Manor tennis and hockey centre. It recommends that the Olympic Park Legacy Company (OPLC) and the Lee Valley Regional Park Authority (LVRPA), work together to promote the four venues as a single destination open to the public for at least 80% of the time.

The Olympic Delivery Authority remains on course to deliver its work on the Olympic Park successfully. However, the latest progress report from the Audit Commission argues that almost all of the public sector funding package is likely to be required, with little scope for unforeseen costs to emerge in the eight months left.
Impact of the 2010 Olympic and Paralympic Winter Games

The Olympic Games Impact (OGI) project is now required of all Host Cities by the International Olympic Committee (IOC). The project has three main objectives: to measure the overall impact of the Games; to assist bidding cities and future organizing committees to maximize the benefits of the Games; and to create a comparable benchmark across all future Games. OGI is an indicator-based monitoring and reporting system that is grounded in the concept of sustainability. OGI uses 126 indicators to measure the economic, social, and environmental conditions of the Host City/Region/Country. There are 80 context indicators, and 46 event indicators. Each Games organizing committee is to present its findings in a series of four reports (baseline, pre-Games, Games-time, and post-Games) that spans 12 years, beginning two years before Host selection and ending three years after the Games. A report on the impact of the 2010 Olympic and Paralympic Winter Games on the economy of British Colombia has recently been published. The final post-Games report, planned for 2013, will look at the long-term impact of the Games.
Development and use of BREEAM for Olympic Park venues

When London won the right to host the 2012 Olympic and Paralympic Games, the bid team pledged to treat sustainability as a priority. The Olympic Delivery Authority (ODA) commissioned a bespoke version of BREEAM (Building Research Establishment Environmental Assessment Methodology). for use on the permanent Olympic venues, including the Olympic Stadium, Aquatics Centre, Velodrome, Media Centre, Eton Manor and the Handball Arena. The scope of this bespoke assessment spans the design and construction stages from the pre-Games phase through to legacy post-Games transformation. Developing the bespoke BREEAM assessment method was a challenging scenario. This research paper, published by the ODA, explains why BREEAM was selected and how a new, bespoke version was developed and applied. Particular reference is made to two venues: the Aquatics Centre and the Velodrome.

The Health and Safety Executive (HSE) is publishing a series of research reports designed to share with construction companies of all sizes the good practice and lessons learned from the London Olympics project. The first report, Leadership and worker involvement on the Olympic Park, sets out how project leaders engaged with the supply chain to develop a more collaborative, challenging and learning culture. They created an environment where workers felt comfortable raising health and safety issues and could participate in solving problems.

ICE Publishing has issued a second special issue of ICE Proceedings: Civil Engineering, dealing with the delivery of infrastructure and venues for London 2012. This special issue explores the complex and challenging infrastructure projects required to deliver London 2012. It also provides in-depth insight into the development of London 2012’s iconic venues, including the Olympic stadium, the Aquatics centre and the Velodrome. The first issue, May 2011, is also available online here.
London 2012: learning legacy

The Olympic Delivery Authority (ODA) has launched a free-access online knowledge resource of more than 250 documents charting the learning, innovation and best practice from the construction of the London 2012 project. The Learning Legacy marks the first time a UK construction project has sought to capture intellectual capital on this scale. The resource is a collaborative approach between the ODA, contractors, professional institutes, government bodies and academia. Under the initiative the organisations involved are taking ownership of ten themes to help businesses raise the bar in areas such as design and engineering, planning, procurement and project management. In addition it sets out how the ODA tackled issues such as getting more women into construction, building better health and safety records, creating a green landscape from a former industrial site and completing projects on time and within budget. The website will be added to over time, forming a comprehensive online library.
2012 legacies for learning

The HLST (Health, Leisure, Sport and Tourism) Subject Network was recently awarded funds for the development of Open Educational Resources (OER) by JISC (Joint Information Systems Committee) within a twelve month project. Open Educational Resources are digital learning materials which are placed in repositories for open access, normally under licence, to be used, improved and re-used. The aim of the project is to identify, develop as necessary, make accessible and promote resources which can support higher education programmes in engaging students in learning through opportunities afforded by the Olympic and Paralympic Games and their legacy.

A research study, carried out by staff in the School of Architecture and the Built environment at the University of Westminster, has been published by RICS. The study found that the regeneration of the Olympic Park site and associated infrastructure will be a crucial step in providing a lasting legacy in East London. The report highlights London’s focus on legacy from the outset as a key factor in planning for lasting benefit. It also confirms that the Games provide a unique opportunity to kick-start the delivery of new homes and infrastructure on and around the site. Other regeneration initiatives nearby, such as Westfield Stratford City, are also vital in providing wider regeneration and opportunities for East Londoners.
