Westminster’s City Plan: City management policies revision

New planning policies on Housing need, delivery and quality; Food, drink, entertainment, tourism, arts and culture; Westminster’s economy; and Social and community uses are being developed as part of Westminster’s emerging Local Plan. The council previously consulted on draft policies on these topics as part of the City Management Plan published November 2011. The council has made a number of changes to the previous drafts and are now consulting on their draft proposed policies through topic-based booklets, exploring the issues and suggesting what the council considers to be the most appropriate policy response. These will then be merged with the strategic policies set out in Westminster’s City Plan to create a single local plan for Westminster. Comments are requested by 23 April 2014.

Planning for growth: The role of Local Enterprise Partnerships in England

Following the abolition of regional plans, a major question is how to effectively undertake strategic planning to support economic growth objectives as well as sustainable development principles. The Royal Town Planning Institute is undertaking a project in order to examine the potential of Local Enterprise Partnerships (LEPs), from a limited start, to become part of a strategic mechanism to plan for growth. It will produce clear policy recommendations regarding alternative strategic mechanisms for combining economic growth and sustainable development. The report reviews the development of LEPs so far and analyses their role in relation to the statutory planning system. It also considers the potential of alternative strategic planning mechanisms.

The economic benefits of natural assets need to be incorporated into planning decision making, according to a report from government advisory body the Natural Capital Committee. The Natural Capital Committee was set up as a result of the Government’s 2011 Natural Environment White Paper, The Natural Choice, with a clear remit to identify which natural assets may be being used unsustainably, to ensure the development of national and corporate natural capital accounting, and to advise on research priorities.

The Department for Communities and Local Government (DCLG) has launched a planning practice guidance web-based resource. This was accompanied by a Written Ministerial Statement which includes a list of the previous planning practice guidance documents cancelled when this site was launched. For the first time, planning practice guidance is now available entirely online in a usable and accessible way. Important information for any user of the planning system previously only published in separate documents can now be found quickly and simply. You can link easily between the National Planning Policy Framework and relevant planning practice guidance, as well as between different categories of guidance. Planning practice guidance will be updated as needed and you can sign up for email alerts on any changes, or view these revisions on the site.

The Birmingham Curzon HS2 Draft Masterplan presents the proposed HS2 railway as a once in a century opportunity to radically enhance the City’s national rail connectivity and accelerate its economic growth potential. The new line and terminus will provide a catalyst to transform areas of the City Centre and unlock major regeneration sites. The Draft Masterplan covers over 140ha of the Eastside and Digbeth quarters and the eastern fringe of the City Centre Core, providing a detailed framework and principles to guide development, regeneration and connectivity to ensure that the City can capitalise upon the arrival of the HS2 railway. It also builds on the policies originally proposed in the Eastside Masterplan. Comments are requested by 24 April 2014.
