The Government is proposing to change planning legislation to make it easier to convert shops and some other uses into homes. The National Housing Federation has published its response to these proposed changes and makes suggestions on how this proposal could be more effectively implemented.
Greater Birmingham & Solihull Local Enterprise Partnership: Spatial Plan for Recovery and Growth

The Greater Birmingham and Solihull LEP has published a draft spatial plan, the first draft city-region spatial plan drawn up by a local enterprise partnership. Subject to an annual review and update, the plan is intended to outline the “broad scale and distribution of growth for housing and employment sites” in the city region as well as transport infrastructure and environmental initiatives.
Westminster: Basements planning policy

Westminster City Council is currently consulting on two draft planning documents on basement development: a draft Policy Booklet and an Interim Guidance Note. A new planning policy on basements is being developed as part of Westminster’s emerging Local Plan, while the guidance note has been produced to provide further advice on how the council currently determines planning applications for basement development and set out relevant adopted policies. This guidance will not introduce new planning policy in relation to basements but will help to ensure adequate detail is presented with planning applications and that all existing restrictions are complied with, until the formal policy set out in the topic paper can be adopted. Comments are requested by 29 November 2013.
Creating the conditions for new settlements in England

In May 2013 the Building and Social Housing Foundation held a consultation in Windsor to assess the potential for delivering new settlements in the UK. A group of experts representing government, academia, industry, landowners, developers and local communities sought practical solutions. This report and the twelve recommendations within it are based on the discussions held during the consultation.

From 1 October 2013, changes have been introduced to the appeals procedure for planning and some other appeals. This guidance provides information on planning and other appeals and the award of costs, and the introduction of the Commercial Appeals Service. This provides an expedited procedure for some minor commercial appeals such as those relating to advertisement consent or shop fronts.

This new “urban village” eschews modernist planning principles and auto-dependent suburban housing in favor of a diverse, walkable mixed-use traditional model. Now half complete, it is possible to evaluate how well the original goals are being achieved.
