The competitiveness of global port-cities: The case of Rotterdam/Amsterdam, the Netherlands

This working paper offers an evaluation of the performance of the ports of Rotterdam and Amsterdam, an analysis of the impact of these ports on their territory and an assessment of policies and governance in this field. It examines port performance over the last decades and identifies the principal factors that have contributed to it. The effect of the ports on economic and environmental questions is studied and quantified where possible. The value added of the port clusters of Rotterdam and Amsterdam is calculated and its interlinkages with other economic sectors and regions in the Netherlands delineated. The major policies governing the ports are assessed, along with policies governing transport and economic development, the environment and spatial planning. These include measures instituted by the port authorities, as well as by local, regional and national governments. Governance mechanisms at these different levels are described and analysed. Based on the report‘s findings, recommendations are proposed with a view to improving port performance and increasing the positive effects of the ports of Rotterdam and Amsterdam on their territory.

The Department for Communities and Local Government has published a summary of consultation responses outlining measures the government is bringing in to extend permitted development rights for extensions for homeowners and businesses including a new neighbours’ consultation scheme. The Department has also published an assessment of the impact of measures to extend permitted development rights for homeowners and businesses. The measures being taken forward will allow, for a period of 3 years, homeowners to build larger single storey extensions and also increase the thresholds for extensions to retail premises, offices and new industrial buildings. The Scottish Government has published third National Planning Framework (NPF3) and draft Scottish Planning Policy (SPP) which are designed to influence development plans across Scotland and guide future planning decisions on a range of sectors including transport, energy and infrastructure. The National Planning Framework (NPF) provides a framework for the spatial development of Scotland. The third NPF (NPF3) will set out the Government’s development priorities over the next 20-30 years. The Main Issues Report sets out the Government’s preferred option as well as reasonable alternatives. The consultation paper seeks the public’s views. The purpose of the SPP is to set out national planning policies which reflect Scottish Ministers’ priorities for the development and use of land. It directly relates to: the preparation of development plans; the design of development, from initial concept through to delivery; and the determination of planning applications and appeals. A Strategic Environmental Assessment Environment Report has also been published covering both documents. Comments are requested by 23 July 2013.

The House of Commons Public Accounts Committee has published a report of an inquiry which examined planning for economic infrastructure. .on the basis of evidence from participants in the infrastructure sector, the Treasury, the Department for Transport and the Department for Energy and Climate Change.
Growth and Infrastructure Act 2013

The Growth and Infrastructure Act, which received Royal Assent on 25 April 2013, will allow developers to reopen discussions over section 106 agreements and reduce the number of affordable homes they are providing. During the passage of the bill through parliament the government accepted an amendment introducing a ‘sunset clause’ to end the measure in April 2016, although the government will be able to extend it if it feels it is still necessary. The legislation also contains a range of other changes designed to improve the planning process.
