The Planning Advisory Service organised this event to consider a number of issues relating to the National Planning Policy Framework (NPPF). Presentations are available on: the Government’s aims and objectives with regard to the NPPF; meeting housing needs and working across boundaries; funding infrastructure, CIL, viability and Local Enterprise Partnerships; health and planning; achieving quality through planning; neighbourhood planning; and the future of the high streets.

This report from the Local Government Information Unit (LGiU), in association with the National Trust, considers whether the National Planning Policy Framework is delivering planning solutions that reflect the needs and concerns of local communities. The LGiU surveyed senior local government politicians and officials in 94 Local Planning Authorities and found that 60 per cent of respondents disagree or strongly disagree that the introduction of the National Planning Policy Framework (NPPF) has had a positive impact on their ability to deliver a Local Plan that reflects local needs and priorities. Respondents expressed concern that the Planning Inspectorate, through the examination process, is prioritising development over the views of local people. The research found that housing land availability was the most common reason for Local Plans being rejected. In contrast, the research found that communities are most concerned about protection of the natural environment.

Second, it outlines key principles for planning in the face of complexity. Third, the guide provides examples of approaches that have been used for planning in situations of complexity.
International Building Exhibition Hamburg

The International Building Exhibition (IBA) Hamburg will run from 23 March until 3 November 2013. About 60 projects will be exhibited to the public, following six years of project work and preparation. The IBA is an urban development project that combines architecture, urban planning and private housing construction with the transformation of socially disadvantaged areas and sustainability.

The Homes and Communities Agency aims to share its experience through best practice and guidance. The HCA has published or worked with its partners on a number of documents to helping local authorities and other partners to maximise delivery in their areas. A library of external guidance and research that may be of use is available through downloads and synopses, together withcase studies. Guidance is available under the following themes: affordable housing and Section 106; design, planning and quality; environmental sustainability; and growth, economic assessment and viability.

Outcome statement of the Global Network of Safer Cities

Mayors from across the globe met on 14 March 2013 at the United Nations, New York, where the main outcome was their stated determination to make cities free from violence and crime. Result of the dialogue was an outcome statement on actions towards enhancing the role of local authorities on safer cities. The document reaffirms mayors’ determination to make cities and their public spaces free from violence by focusing on the vulnerable and at-risk populations and improving urban planning, management and governance. A video of the statement is available online.
