REAL CORP conferences have been held annually since 1996. About 500 experts from around the world from the fields of urban planning, transport planning, information and communication technologies, architecture, social and environmental sciences, real estate, GIS, surveying, remote sensing and more meet to discuss current tasks and topics on urban planning, regional development and information society in an international and extremely interdisciplinary conference. The 2013 conference, to be held in Rome on 20-23 May 20123 will explore the relationship between time and space, and how the planning practise and theory relates itself to this complex synergy. Time and space work on different scales, dimensions and topics. Over 200 papers have been selected for presentation and are listed here.

The Cabe team at the Design Council, the Landscape Institute, the Royal Town Planning Institute (RTPI) and the Royal Institute of Architects (RIBA) have joined forces to produce an update to the widely acknowledged, industry standard best practice delivering Design Review, Design Review: Principles and Practice. The publication of the National Planning Policy Framework (NPPF) in 2012 re-iterated and reinforced the role of Design Review in ensuring high standards of design. The new guide lines clearly sets out the updated 10 principles that underpin the independent and effective delivery of the process and provides authoritative advice for Design Review panels of all types to help them operate in a consistent way and to uphold the quality of the independent, expert advice that they provide.

Wuhan East Lake Scenic Area: Development strategies and sustainability concepts

In March 2012 the Wuhan Planning and Design Institute hosted an Urban Planning Advisory Team (UPAT) workshop in order to define development strategies and sustainable concepts for the Wuhan East Lake Scenic Area. The UPAT Team of eight ISOCARP members worked closely with planners and executives of the Wuhan Planning and Design Institute, the Wuhan Land Resources and Planning Bureau and the East Lake Management Office. This UPAT report brings together the work of the eight planning professionals who took part in the UPAT Workshop. It takes into account the feedback the team has obtained from representatives of the WPDI and the other Wuhan organizations to three presentations. The UPAT Report seeks to integrate a tourism development of the highest quality with the conservation and enhancement of the East Lake’s beautiful natural environment.

The URBACT Secretariat has produced a new issue of “The URBACT Tribune which contains articles written by URBACT Lead Experts. This year, the articles reflect on the state of play in the URBACT projects and present some of the first findings of the URBACT workstreams focusing on challenges that the cities of tomorrow are likely to face and the actions local and national governments need to take today in order to face these challenges.
RE-Block: REviving high-rise Blocks for cohesive and green neighborhoods.

The main objective addressed by EU project, RE-Block, is to foster efficient regeneration of neighbourhoods comprising high rise estates, making them more attractive and improving their environmental quality, whilst creating an integrated tailor-made approach to combat poverty. Croydon Town Centre Opportunity Area Planning Framework

The Croydon Town Centre Opportunity Area Planning Framework (OAPF) was adopted by the Mayor of London in January 2013. The framework was prepared as a collaboration between the GLA, Croydon Council and TfL. The main objectives of the OAPF are to; support the development of 7,300 homes; plan delivery of social infrastructure necessary to accommodate 17,000 new residents; promote the redevelopment and renewal of the retail core; plan for the revival of prominent high streets; encourage the location of new office/commercial space around New Town and East Croydon; plan for, and enable the, delivery of new and improved streets and amenity spaces; promote high quality architecture and built form; ensure enhanced transport and parking capacity. One of the most notable aspects in the OAPF is the promotion of new housing across all areas of the COA.

Meeting the accommodation needs for Traveller communities remains one of the most controversial and divisive issues for local authorities in both rural and urban areas, across the country. The introduction of the NPPF’s Planning Policy for Traveller Sites and the Localism Act, has meant many local authorities are taking stock and evaluating their current housing, planning and equalities practices to ensure obligations on the level and quality of site provision are being met. This event provided the first major opportunity to discuss the key issues and policy implications arising from recent reforms. Presentations are available online.
Kings Docks, Liverpool: Masterplan and planning brief

The Homes and Communities Agency (HCA) has unveiled a new masterplan for Kings Dock, Liverpool, which sets out a vision and development framework for a leisure-led, mixed-use quarter. Working with Liverpool City Council and the Arena Convention Centre Liverpool (ACCL), the HCA has devised the plan to guide development at Kings Dock to maximise the growing visitor economy and enhance opportunities for existing and future residents of the area. It positions the quarter as a destination in its own right, building on its history and heritage and maximising the attractive dockside location. The new development will also create a pleasant neighbourhood with attractive public squares and open spaces allowing access to the water space.
Unlocking garden cities

Securing funding for infrastructure to enable large-scale housing schemes such as new garden cities is more of a block on the development process than the planning system, according to research published by property consultancy GVA. GVA has identified 40 sites that could deliver up to 250,000 new homes in the South of England in support of the government’s garden cities and suburbs agenda.
